澳大利亞以高校準(zhǔn)入排名為基礎(chǔ)的高校招生制度研究

澳大利亞高校招生制度又被稱為ATAR招生制度,因?yàn)榘拇罄麃喐咝?zhǔn)入排名(ATAR)是判斷入學(xué)資格的主要標(biāo)準(zhǔn)。2009年,當(dāng)時的教育部部長茱莉亞·吉拉德(后為2010至2012年的澳大利亞總理)宣布ATAR將作為一個全國性的標(biāo)準(zhǔn)取代各州實(shí)施的高校準(zhǔn)入標(biāo)準(zhǔn),這標(biāo)志著澳大利亞向全國統(tǒng)一的高校招生制度邁出了重要一步。在采用ATAR之前,澳大利亞各州主要采用形式各異的百分制高校準(zhǔn)入排名,數(shù)值為0至99.95(新南威爾士州的最高值為100)。昆士蘭州采用不同的分段式排名,將學(xué)生按照高中畢業(yè)成績分為25個段位。各州的高校招生中心集中組織協(xié)調(diào)高校招生流程,減輕高校的行政負(fù)擔(dān),以便于高校集中資源于教育與研究。同時,高校仍享有相應(yīng)的自主權(quán)來決定招生標(biāo)準(zhǔn)和招生流程。通過探究國際現(xiàn)行的招生制度,澳大利亞各州現(xiàn)行ATAR制度的差異以及政府建立全國課程標(biāo)準(zhǔn)和高中畢業(yè)證書制度的進(jìn)程,本文試圖分析澳大利亞建立一個全國統(tǒng)一的招生制度的可能性。同時,本文試圖從黨派政治分歧、由歷史因素造成的聯(lián)邦與各州的關(guān)系等角度分析在實(shí)現(xiàn)招生制度全國化進(jìn)程中的障礙。2012年澳大利亞政府取消高校招生限額,2014年政府提案取消對于高校學(xué)費(fèi)...
