【摘要】：隨著科技的發(fā)展和社會(huì)的進(jìn)步,智庫在越來越多的領(lǐng)域發(fā)揮著重要的作用。既能夠服務(wù)于政府決策,又能夠?yàn)樯鐣?huì)服務(wù)做貢獻(xiàn)。治國理政必須善于集中各方面智慧、凝聚最廣泛的力量,重點(diǎn)建設(shè)一批具有較大影響和國際影響力的高端智庫,重視專業(yè)化智庫建設(shè)。自推動(dòng)高校智庫建設(shè)以來,高校智庫知識(shí)的快速產(chǎn)出大幅度地提高了知識(shí)供給量,在一定程度上適應(yīng)了當(dāng)前中國全面深化改革的要求,推動(dòng)了國家及地方經(jīng)濟(jì)社會(huì)的發(fā)展。然而,由于處于全面深化改革階段,面對(duì)復(fù)雜的利益格局與形勢(shì)變化,政府更需要高校提供專業(yè)化、前瞻性和預(yù)見性的有效知識(shí)供給,加強(qiáng)高校智庫建設(shè)迫在眉睫。本文基于新型高校智庫的視角,首先從學(xué)理上梳理高校建立新型智庫的理論體系,從國內(nèi)外的文獻(xiàn)中總結(jié)提煉,主要是深入地理解高校智庫的深刻內(nèi)涵與特征。繼而從現(xiàn)實(shí)的角度出發(fā),結(jié)合我國的基本國情,從政府的政治環(huán)境、社會(huì)環(huán)境、經(jīng)濟(jì)環(huán)境等方面入手,對(duì)我國高校智庫的發(fā)展歷程和我國智庫建設(shè)的現(xiàn)狀進(jìn)行分析。我國高校智庫主要通過承接委托課題提供政府的政策性建議、為官方智庫平臺(tái)投稿、各種學(xué)術(shù)性會(huì)議的展示、參與決策者重要會(huì)議或講課等方式傳播政策理念等途徑發(fā)揮主要職能作用。在對(duì)我國高校智庫建設(shè)的實(shí)際情況進(jìn)行分析中,筆者發(fā)現(xiàn)我國高校存在一些問題,如高校成果對(duì)于決策的貢獻(xiàn)率較低、智庫成果的應(yīng)用有待提升、高校智庫成果的可操作性差、高校學(xué)科之間交流少等。筆者對(duì)產(chǎn)生以上問題的原因進(jìn)行深入分析,原因主要包括部分高校缺少社會(huì)影響力、智庫成果認(rèn)知率低、智庫運(yùn)行機(jī)制單一、協(xié)同服務(wù)與創(chuàng)新意識(shí)弱等。針對(duì)存在的問題開展認(rèn)真研究,筆者提出一些列應(yīng)對(duì)措施,一是通過轉(zhuǎn)變智庫運(yùn)行機(jī)制、提升政策效能意識(shí)提升智庫成果的決策轉(zhuǎn)換率,二是通過自媒體、大眾傳播、組織傳播等途徑擴(kuò)大智庫成果的社會(huì)傳播率,三是強(qiáng)化府學(xué)研的有效融合、促進(jìn)數(shù)據(jù)庫資源共享等策略。
[Abstract]:With the development of science and technology and social progress, think tanks play an important role in more and more fields. It can not only serve the government's decision-making, but also contribute to the social service. Governing a country must be good at concentrating all aspects of wisdom, condensing the broadest strength, focusing on the construction of a number of high-end think tanks with greater influence and international influence, and attach importance to the construction of specialized think tanks. Since the construction of think tanks in colleges and universities, the rapid output of knowledge in colleges and universities has greatly increased the supply of knowledge, to a certain extent, it has adapted to the requirements of China's overall deepening reform and promoted the development of the national and local economy and society. However, in the stage of deepening the reform in an all-round way, in the face of the complex pattern of interests and changes in the situation, the government needs more specialized, forward-looking and predictable effective supply of knowledge, and it is urgent to strengthen the construction of think tanks in colleges and universities. Based on the perspective of a new type of think tank, this paper firstly combs the theoretical system of establishing a new type of think tank from the academic point of view, summarizes and refines it from the domestic and foreign literature, and mainly deeply understands the profound connotation and characteristics of the think tank in colleges and universities. Then from the realistic point of view, combined with the basic national conditions of our country, starting from the political environment, social environment, economic environment and other aspects of the government, this paper analyzes the development process of think tanks in colleges and universities in our country and the present situation of the construction of think tanks in China. Think tanks in colleges and universities in China mainly provide government policy advice by undertaking entrusted projects, contribute to the platform of the official think tank, and display various academic meetings. Participate in important meetings or lectures of policy makers and other ways to spread policy ideas and other ways to play a major role. In analyzing the actual situation of the construction of think tanks in colleges and universities in China, the author finds that there are some problems in colleges and universities, such as the low contribution rate of the achievements of colleges and universities to decision-making, the application of the results of think tanks to be improved, and the poor operability of the results of think tanks in colleges and universities. There is little communication between disciplines in colleges and universities. The author makes a deep analysis of the causes of the above problems, including the lack of social influence in some colleges and universities, the low recognition rate of the achievements of think tanks, the single operation mechanism of think tanks, and the weak sense of collaborative service and innovation. In view of the existing problems, the author puts forward some countermeasures, one is to change the operation mechanism of think tanks, to enhance the policy effectiveness awareness, to enhance the decision-making conversion rate of think tanks, the other is through the self-media, mass media, Organizational communication and other ways to expand the social dissemination rate of the results of think tanks, third, strengthen the effective integration of government-university-research, promote the sharing of database resources and other strategies.
