對大學(xué)智庫建設(shè)熱的理性思考

【摘要】：隨著國家決策所涉因素的日益復(fù)雜,理性決策至關(guān)重要,國家智庫及大學(xué)智庫建設(shè)受到高度重視。由于大學(xué)擁有最集中最有利于不同學(xué)科專業(yè)領(lǐng)域協(xié)同攻關(guān)的專家學(xué)者,在國家智庫建設(shè)及理性決策中占有對專業(yè)知識的壟斷性優(yōu)勢,大學(xué)智庫建設(shè)既是大學(xué)的社會責(zé)任所在,也是大學(xué)積極參與為國家重大決策服務(wù)的先機(jī)所據(jù)。然而,如果大學(xué)都熱衷于創(chuàng)建智庫的競爭,大學(xué)之育人及知識創(chuàng)新的核心使命不僅會受到?jīng)_擊,而且大學(xué)智庫建設(shè)本身也會受到傷害。本文從國家智庫包括省級智庫并非適合所有大學(xué)的目標(biāo)選擇、將有限的資源分散建設(shè)諸多大學(xué)智庫并非明智之舉、大學(xué)智庫是歷史積淀而非一蹴而就的產(chǎn)物和大學(xué)絕不可為智庫之爭而忽視大學(xué)的核心使命責(zé)任等方面對大學(xué)智庫建設(shè)熱進(jìn)行了反思。
[Abstract]:With the increasing complexity of the factors involved in national decision-making, rational decision-making is of great importance, and the construction of national think tanks and university think tanks is highly valued. Because universities have experts and scholars who are most concentrated in different disciplines and fields of expertise, they have monopolistic advantages over professional knowledge in the construction of national think tanks and rational decision-making, so the construction of university think tanks is the social responsibility of universities. It is also the first opportunity for universities to take an active part in serving the country's major decisions. However, if universities are keen on the competition to create think tanks, the core mission of university education and knowledge innovation will not only be impacted, but also the construction of university think tanks itself will be harmed. This paper argues that national think tanks, including provincial think tanks, are not suitable for all universities, and it is not wise to spread out limited resources to build many university think tanks. The university think tank is the product of historical accumulation but not one action and the university must not ignore the core mission responsibility of the university for the sake of the think tank.
