【摘要】：我國大學(xué)形成了規(guī)模較大的政治權(quán)力、行政權(quán)力、學(xué)術(shù)權(quán)力三類精英群體,大學(xué)內(nèi)部決策模式內(nèi)嵌于公共政策決策模式,是典型的精英決策模式。本文通過分析B大學(xué)編制2013—2015年中央財政專項建設(shè)資金建設(shè)項目規(guī)劃案例中決策者的行為策略,發(fā)現(xiàn):大學(xué)內(nèi)部三類精英群體構(gòu)筑了比較穩(wěn)固的權(quán)力精英聯(lián)盟,權(quán)力精英以政策理念的生產(chǎn)與傳播和利益的表達與妥協(xié)兩種方式,把聯(lián)盟利益上升為學(xué)校公共利益;黨政權(quán)力精英主導(dǎo)聯(lián)盟決策,學(xué)術(shù)權(quán)力精英依附黨政權(quán)力精英;權(quán)力精英能否成為"自己人",關(guān)鍵看他們是否具有相同或相近的學(xué)科背景,影響權(quán)力精英聯(lián)盟成員決策行為的關(guān)鍵因素也是學(xué)科背景。
[Abstract]:Universities in China have formed three elite groups: political power, administrative power and academic power. The internal decision-making mode of university is embedded in the public policy decision-making model, and it is a typical elite decision-making mode. Based on the analysis of the behavior strategies of decision makers in the planning case of the special construction fund project of the central finance in 2013-2015, this paper finds that the three elite groups in the university have built a relatively stable elite alliance of power. The power elite takes the production and dissemination of policy ideas and the expression and compromise of interests to raise the interests of the alliance to the public interests of schools. The elite of party and government power dominates the decision-making of alliance, and the elite of academic power depends on the elite of party and government power; The key to whether the power elite can become "one's own" depends on whether they have the same or similar disciplinary background, and the key factor that influences the decision-making behavior of the members of the power elite alliance is also the subject background.
