【摘要】：一流的制度才能吸引一流的學(xué)者,一流的學(xué)者才能造就一流的學(xué)科。制度建設(shè)對(duì)學(xué)科建設(shè)具有重要意義。當(dāng)前我國(guó)一流學(xué)科建設(shè)面臨"路徑依賴"的制度困境,"重資源投入、輕制度建設(shè)"將會(huì)阻滯一流學(xué)科建設(shè)的有效進(jìn)行,因此建設(shè)一流學(xué)科需要變革舊體制、建立新制度。學(xué)院治理是一流學(xué)科建設(shè)的制度基礎(chǔ),其目的是建立現(xiàn)代學(xué)院制度,在協(xié)調(diào)"校院關(guān)系"基礎(chǔ)上重點(diǎn)進(jìn)行教師聘任、院長(zhǎng)選拔和財(cái)務(wù)制度改革,以期優(yōu)化一流學(xué)科建設(shè)的制度環(huán)境。
[Abstract]:First-class system can attract first-class scholars, first-class scholars can create first-class disciplines. The system construction has the important significance to the discipline construction. At present, the construction of the first-class discipline in our country is faced with the system dilemma of "path dependence". "attaching importance to the input of resources and neglecting the construction of the system" will block the effective implementation of the construction of the first-class discipline. Therefore, the construction of the first-class discipline needs to reform the old system and establish a new system. College governance is the institutional basis for the construction of first-rate disciplines. Its purpose is to establish a modern college system, to focus on the appointment of teachers, the selection of deans and the reform of the financial system on the basis of coordinating the "relationship between schools and colleges." In order to optimize the first-class discipline construction system environment.
