【摘要】：高考制度恢復以來,我國高校招生自主權經歷了一個從無到有、從擴大到落實的艱難過程,具體包括零星探索、政策推動、法律確認、單項突進、綜合改革等5個階段。我國高校招生自主權的擴大與落實主要在投檔比例、自主招生、結盟聯(lián)考、綜合評價錄取等方面進行了頗有價值的實踐探索。然而,探索之路的艱難也反映了相關理論建設的不足乃至缺失。有效落實高校招生自主權至少涉及高校招生標準制定權、高校招生自主權的內部配置、高校招生自主權的外部監(jiān)督與制約等3個理論性問題。
[Abstract]:Since the restoration of the college entrance examination system, the autonomy of college enrollment in our country has undergone a difficult process from nothing to existence, from expansion to implementation, including five stages: sporadic exploration, policy promotion, legal confirmation, individual advance and comprehensive reform. The expansion and implementation of the autonomy of university enrollment in our country have carried on the valuable practice exploration mainly in the aspects such as the proportion of casting file, the independent enrollment, the alliance joint examination, the comprehensive evaluation and so on. However, the difficulties of exploration also reflect the deficiency and even lack of relevant theory construction. The effective implementation of the autonomy of college enrollment involves at least three theoretical issues: the right to formulate the enrollment standards, the internal allocation of the autonomy of enrollment, and the external supervision and restriction of the autonomy of university enrollment.
