高校實(shí)驗(yàn)室醫(yī)療設(shè)備采購績效評(píng)價(jià)與設(shè)備全生命周期管理研究
[Abstract]:With the rapid development of education in our country, the investment of teaching experiment equipment in colleges and universities is increasing step by step. With the increasing purchase of instruments and equipment, it is very important to purchase the equipment scientifically, reasonably and efficiently. In particular, medical colleges and universities, in addition to their teaching and scientific research tasks, their affiliated hospitals are also responsible for social medical services, and their laboratories involve a lot of medical equipment, which is generally characterized by high cost and fast updating. So it is more important to evaluate the purchasing performance of laboratory medical equipment in medical colleges and universities. At present, the research on medical equipment procurement performance evaluation mostly stays on policy and theory, lack of systematic. The purchase decision also lacks the scientific basis, the personal subjective factor misleads frequently. There are also equipment after the purchase of management means behind, timeliness and systemic poor problems. In view of the above problem, this article mainly carries on the research from the following several aspects: 1. The performance evaluation index system of medical equipment procurement in university laboratory is established. Referring to the mature equipment purchasing performance evaluation system of many medical universities and hospitals, this paper analyzes the actual situation of Xi'an Medical College, and uses the method of expert consultation to determine the price of products including equipment tenderers. Equipment tenderer equipment technical index, equipment tenderer service quality, equipment tenderer credit standing, equipment tenderer enterprise qualification, equipment tenderer innovation ability, equipment tenderer competitive ability, The financial status of the equipment tenderer and other eight first class indicators and corresponding secondary indicators, and the indicators were described in detail. 2. The fuzzy mathematical model and calculation method of bid evaluation and calibration are established. The fuzzy evaluation method is introduced in the bidding evaluation of medical equipment, the deficiency in the current bid evaluation and calibration is analyzed, the fuzzy mathematical model is established, the calculation method of evaluation and calibration is determined, and the method of fuzzy evaluation is processed, which can be more scientific. Fair evaluation of the winning bidder makes the performance evaluation of medical equipment procurement more perfect, more scientific, more transparent. 3. According to the actual situation, the medical equipment purchase and the whole life cycle management system are designed. This paper puts forward the integrated scheme of medical equipment procurement and equipment life-cycle management system, designs and develops the performance evaluation management system of medical equipment procurement and the whole life cycle system of equipment management in colleges and universities respectively. And the system integration is carried out. Through this system, the scientific and reasonable evaluation of medical equipment procurement in colleges and universities is carried out, and the management of the equipment after purchase is more scientific, such as repair, maintenance, circulation, inventory, use efficiency and so on.
