新時期高等教育簡政放權(quán)改革的背景及問題

【摘要】:在高等教育簡政放權(quán)改革緊鑼密鼓地展開之際,探究其熱興的背景,反思其存在的問題,有利于對本輪高等教育簡政放權(quán)改革形成一個全面的認知和評價。大眾化背景下辦人民滿意的高等教育的現(xiàn)實需求、逐步深化的教育行政管理體制改革、分權(quán)管理理論的傳播,分別構(gòu)成了本輪高等教育簡政放權(quán)的現(xiàn)實背景、歷史背景和理論依據(jù)。本輪簡政放權(quán)改革取得了很好的成績,贏得了社會的認可,但也存在著放權(quán)口徑不統(tǒng)一、權(quán)力監(jiān)管不到位等顯著問題。因此,政府在以后的改革中既要進一步轉(zhuǎn)變職能,積極推動學(xué)校、社會力量的用權(quán)能力建設(shè),還要勇?lián)熑?建立起有效的權(quán)力監(jiān)管體系,做到既不越位,也不缺位。
[Abstract]:When the reform of decentralization of higher education is carried out intensively, it is beneficial to form a comprehensive cognition and evaluation on the reform of decentralization of higher education by probing into the background of its popularity and reflecting on its existing problems. Under the background of popularization, the realistic needs of running higher education satisfied by the people, the gradual deepening of the reform of educational administration system and the spread of the theory of decentralization constitute the realistic background of the decentralization of power in this round of higher education. Historical background and theoretical basis. The reform of decentralization has made good achievements and won the recognition of the society, but there are some obvious problems such as the disunity of decentralization and the lack of supervision. Therefore, in the future reform, the government should not only further change its functions, actively promote the construction of the ability to use power of schools and social forces, but also bravely take responsibility, establish an effective power supervision system, and achieve neither offside nor absence.
