【摘要】：晚清政府對(duì)待外國(guó)人在華辦學(xué)的基本態(tài)度是"無(wú)庸立案,不給獎(jiǎng)勵(lì)。"學(xué)界對(duì)此政策主要有四種解讀:或強(qiáng)調(diào)列強(qiáng)無(wú)視中國(guó)教育主權(quán),或猜測(cè)清政府為了維護(hù)教育主權(quán),或認(rèn)為清政府不知教育主權(quán)可貴,或批評(píng)清政府出賣(mài)教育主權(quán)。其實(shí)外國(guó)人在中國(guó)內(nèi)地辦學(xué),大都愿意承認(rèn)中國(guó)教育主權(quán);而列強(qiáng)在其勢(shì)力范圍內(nèi)辦學(xué),則往往干涉、侵犯中國(guó)教育主權(quán)。晚清時(shí)期民間與官方均對(duì)國(guó)家教育主權(quán)有清醒的認(rèn)識(shí),且采取相應(yīng)措施來(lái)維護(hù)。民間主要通過(guò)翻譯評(píng)論國(guó)外有關(guān)教育主權(quán)的文章、報(bào)道外國(guó)對(duì)于中國(guó)教育主權(quán)的侵害、成立相應(yīng)的機(jī)構(gòu)來(lái)維護(hù)。官方則針對(duì)外人辦學(xué)的具體情況分別采取限權(quán)、收權(quán)、留權(quán)等方式來(lái)維護(hù)。
[Abstract]:The basic attitude of the late Qing government towards foreigners running schools in China was "No case, no reward." There are mainly four interpretations of this policy in academic circles: either emphasizing that the great powers ignore China's educational sovereignty, or speculating that the Qing government did not know the value of educational sovereignty in order to safeguard education sovereignty, or criticizing the Qing government for selling out its educational sovereignty. In fact, most foreigners who run schools in the mainland of China are willing to recognize China's sovereignty over education, while foreign powers often interfere in running schools within their sphere of influence, infringing upon China's sovereignty over education. In the late Qing Dynasty, both civil and government had a clear understanding of national education sovereignty and took corresponding measures to maintain it. The folk mainly report the infringement of China's educational sovereignty by translating and commenting on foreign articles on education sovereignty, and set up corresponding institutions to safeguard it. On the other hand, according to the specific conditions of outsiders, the government adopts the methods of restriction, repossession, retention and so on.
