【摘要】：正黨的十八屆五中全會(huì)確立了"創(chuàng)新、協(xié)調(diào)、綠色、開放、共享"的發(fā)展理念,提出了創(chuàng)新是引領(lǐng)發(fā)展第一動(dòng)力,處于國家發(fā)展全局的核心位置�？萍紕�(chuàng)新在全面創(chuàng)新中具有引領(lǐng)作用,高等學(xué)校作為國家科技創(chuàng)新的重要力量,發(fā)展機(jī)遇前所未有。為更好地貫徹落實(shí)國家國民經(jīng)濟(jì)和社會(huì)發(fā)展"十三五"規(guī)劃,全面提升高校創(chuàng)新能力,引領(lǐng)支撐國家創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略實(shí)施,服務(wù)創(chuàng)新型國家建設(shè)和全面建成小康社會(huì)目標(biāo)的實(shí)現(xiàn),教育部于2016年12月20日發(fā)布了《高等學(xué)校"十三五"科學(xué)和技術(shù)發(fā)展規(guī)劃》。
[Abstract]:The Fifth Plenary session of the 18th CPC Central Committee established the development concept of "innovation, coordination, green, openness and sharing", and put forward that innovation is the first driving force to lead development and is the core position of the overall situation of national development. Scientific and technological innovation plays a leading role in overall innovation. As an important force of national scientific and technological innovation, colleges and universities have unprecedented opportunities for development. In order to better implement the 13th Five-Year Plan for National Economic and Social Development, comprehensively enhance the innovative ability of universities and colleges, and lead and support the implementation of the national innovation-driven development strategy, To serve the goal of building an innovative country and building a well-off society in an all-round way, the Ministry of Education issued the 13th Five-Year Plan for the Development of Science and Technology in Colleges and Universities on December 20, 2016.
