體制化的技術治理與中國高等教育質量保障

【摘要】:社會轉型期的中國高等教育質量保障體系建設帶有明顯的政府驅動型特征。行政動員和項目制是政府應對高等教育質量問題的兩種主要手段。經過長期實踐,政府的行政動員和項目制互為表里,相互作用,逐漸定型為一種以政府行政權力為核心,以頻繁的指令性要求為驅動力量,以繁雜的質量保障項目為載體,以評估作為合法化路徑的一元化的技術治理格局。這種質量保障方式內生于中國獨特的政治和行政體制,是為"體制化的技術治理"。社會轉型期的大學制度是體制化的技術治理得以產生和運作的制度根源。從大學制度入手進行深層次和整體性變革是持續(xù)提高高等教育質量的根本。
[Abstract]:The construction of quality assurance system of higher education in China during the social transition period has obvious government-driven characteristics. Administrative mobilization and project system are two main ways for the government to deal with the quality problems of higher education. After a long period of practice, the government's administrative mobilization and project system are interacted with each other, and gradually shaped as a kind of government administrative power as the core, with frequent mandatory requirements as the driving force, and with the complex quality assurance project as the carrier. To evaluate as a legalization of the path of a unified pattern of technical governance. This way of quality assurance is born in China's unique political and administrative system, is for the "institutionalized technical governance." The university system in the social transition period is the institutional root of the institutional technological governance. It is the fundamental to improve the quality of higher education to reform deeply and integrally from the university system.
