基于善治理論的湖北省H大學(xué)獨(dú)立學(xué)院轉(zhuǎn)型發(fā)展研究

【摘要】:上個(gè)世紀(jì)90年代以來,為了適應(yīng)我國社會(huì)主義建設(shè)及科技發(fā)展的需要,我國高校進(jìn)行了大規(guī)模擴(kuò)招。到21世紀(jì)初,適齡考生高等學(xué)校毛入學(xué)率大增,我國高等教育在步入大眾化發(fā)展階段的同時(shí),我國高校資源匱乏的問題也越來越明顯。在這一大背景下,獨(dú)立學(xué)院應(yīng)運(yùn)而生。2003年,教育部頒布了《關(guān)于規(guī)范并加強(qiáng)普通高校以新的機(jī)制和模式試辦獨(dú)立學(xué)院管理的若干意見》,正式為獨(dú)立學(xué)院“正名”,獨(dú)立學(xué)院的經(jīng)營和發(fā)展從此有章可循。然而從全國各地獨(dú)立學(xué)院的辦學(xué)實(shí)際情況來看,獨(dú)立學(xué)院的發(fā)展也暴露出一些問題,如定位及產(chǎn)權(quán)不明晰,內(nèi)部管理機(jī)制混亂,權(quán)力分配不公、師生權(quán)益弱化、公益性與逐利性的矛盾突出、教學(xué)質(zhì)量良莠不齊等。獨(dú)立學(xué)院的治理模式應(yīng)是以滿足社會(huì)公益為目的的,通過共同治理或者多邊治理完善內(nèi)外部治理結(jié)構(gòu),明晰獨(dú)立學(xué)院在發(fā)展過程中存在的多方利益約束及制衡,平衡教育規(guī)律與市場規(guī)律的沖突問題,因此獨(dú)立學(xué)院的發(fā)展過程就是治理結(jié)構(gòu)合理化的過程。獨(dú)立學(xué)院當(dāng)前在“內(nèi)憂外患”的特殊歷史條件下,應(yīng)該采取何種轉(zhuǎn)型戰(zhàn)略,使其在克服以往發(fā)展制約因素的同時(shí)保持可持續(xù)性發(fā)展,是獨(dú)立學(xué)院未來能否在我國高等教育體系中占有一席之地的關(guān)鍵。本文以湖北省H大學(xué)的獨(dú)立學(xué)院為例,研究獨(dú)立學(xué)院在善治理念視域下應(yīng)該如何轉(zhuǎn)型發(fā)展。本文第一部分是緒論,主要采用文獻(xiàn)研究法,閱讀研究了大量國際國內(nèi)學(xué)術(shù)界關(guān)于獨(dú)立學(xué)院(私立高校)轉(zhuǎn)型、發(fā)展以及大學(xué)治理的文獻(xiàn)。在該領(lǐng)域內(nèi),國外的研究成果大多集中在高等教育發(fā)展模式和高等教育發(fā)展?fàn)顩r上,而國內(nèi)的研究成果主要集中在獨(dú)立學(xué)院的定位、獨(dú)立學(xué)院的發(fā)展?fàn)顩r及獨(dú)立學(xué)院的人才培養(yǎng)模式上,在治理理論上,國內(nèi)研究成果主要從宏觀角度,關(guān)注國內(nèi)高等教育,特別是大學(xué)的治理。從善治角度以獨(dú)立學(xué)院為研究對象開展轉(zhuǎn)型發(fā)展問題的研究較少。第二部分則研究了善治理論,討論善治理論在獨(dú)立學(xué)院發(fā)展問題研究上的適用性,審視獨(dú)立學(xué)院發(fā)展轉(zhuǎn)型中存在的問題。第三部分闡述了湖北省H大學(xué)的獨(dú)立學(xué)院發(fā)展的概況,指出了當(dāng)前獨(dú)立學(xué)院發(fā)展中存在的問題,包括政府宏觀調(diào)控滯后、社會(huì)職能定位模糊、辦學(xué)特色不鮮明以及內(nèi)部治理結(jié)構(gòu)復(fù)雜等問題,文章在總結(jié)這些問題的基礎(chǔ)上,探討?yīng)毩W(xué)院該采用怎樣的戰(zhàn)略進(jìn)行轉(zhuǎn)型發(fā)展。研究最后探討了H大學(xué)獨(dú)立學(xué)院在善治理念下轉(zhuǎn)型路徑選擇和發(fā)展對策,提出轉(zhuǎn)型過程中應(yīng)建立服務(wù)型政校關(guān)系、凝練辦學(xué)理念、積極引導(dǎo)社會(huì)參與辦學(xué),加大校企合作、優(yōu)化內(nèi)部治理結(jié)構(gòu)以及響應(yīng)市場需求,培育產(chǎn)業(yè)人才等建議,為湖北省H大學(xué)獨(dú)立學(xué)院在高等教育改革中把握時(shí)代趨勢,形成可持續(xù)發(fā)展能力提供理論支持。最后一部分則對全文內(nèi)容進(jìn)行了總結(jié),并對獨(dú)立學(xué)院發(fā)展的未來進(jìn)行了展望。
[Abstract]:Since the 1990s, in order to meet the needs of the socialist construction and the development of science and technology in China, colleges and universities in our country have carried out large-scale enrollment expansion. At the beginning of the 21st century, the gross enrollment rate of colleges and universities of suitable age students has increased greatly, and the problem of lack of resources in higher education in our country has become more and more obvious while the higher education in our country has stepped into the stage of mass development. In 2003, the Ministry of Education promulgated some opinions on standardizing and strengthening the management of independent colleges and universities with new mechanisms and models, which officially "corrected the name" of independent colleges. The operation and development of independent colleges have been governed from now on. However, from the actual situation of running independent colleges all over the country, the development of independent colleges also exposes some problems, such as unclear positioning and property rights, confusion of internal management mechanism, unfair distribution of power, weakening of the rights and interests of teachers and students. The contradiction between public welfare and the pursuit of interest is prominent, and the quality of teaching is mixed. The governance mode of the independent college should be aimed at satisfying the social public good, perfect the internal and external governance structure through common governance or multilateral governance, and clarify the multi-interest constraints and checks and balances that exist in the process of the development of the independent college. The conflict between the law of balanced education and the law of market, so the development process of independent college is the process of rationalization of governance structure. Under the special historical conditions of "internal and external troubles", the independent college should adopt what kind of transformation strategy should be adopted so that it can maintain sustainable development while overcoming the past development constraints. It is the key to whether independent colleges can occupy a place in our country's higher education system in the future. This paper takes the independent college of H University in Hubei Province as an example to study how the independent college should transform and develop under the concept of good governance. The first part of this paper is an introduction, mainly adopts the literature research method, has read and studied a large number of international and domestic academic circles about the independent college (private university) transformation, the development as well as the university governance literature. In this field, most of the foreign research results are focused on the development model of higher education and the development of higher education, while the domestic research results mainly focus on the positioning of independent colleges. In terms of the development of independent colleges and the training mode of talents in independent colleges, the domestic research achievements mainly focus on the higher education in China, especially the governance of universities, from the macro perspective. From the angle of good governance, there are few studies on the transformation and development of independent colleges. The second part studies the theory of good governance, discusses the applicability of the theory of good governance in the study of the development of independent colleges, and examines the problems existing in the transformation of the development of independent colleges. The third part expounds the general situation of the development of the independent college of H University in Hubei Province, and points out the existing problems in the development of the independent college, including the lag of the government's macro-control, the vague orientation of the social function, The characteristics of running a school are not clear and the internal governance structure is complex. On the basis of summing up these problems, this paper probes into what strategy should be adopted by the independent college to carry on the transformation and development. Finally, the paper discusses the choice of the transition path and the development strategy of the independent college of H University under the idea of good governance, and puts forward that the relationship between the service-oriented government and the school should be established, the idea of running a school should be condensed, the society should be actively guided to run a school and the cooperation between the school and the enterprise should be strengthened. The suggestions of optimizing the internal governance structure, responding to the market demand and cultivating industrial talents provide theoretical support for the independent college of H University in Hubei Province to grasp the trend of the times in the reform of higher education and to form the ability of sustainable development. The last part summarizes the content of the paper and prospects the future of the development of the independent college.
