大學(xué)學(xué)術(shù)組織學(xué)術(shù)生態(tài)環(huán)境的分析與優(yōu)化

【摘要】:2015年,我國教育部首次頒布《中國高等教育質(zhì)量報(bào)告》,報(bào)告稱,2015年,中國在校大學(xué)生人數(shù)達(dá)到3700萬人,毛入學(xué)率40㳠,位居世界第一。預(yù)計(jì)到2019年,我國高等教育毛入學(xué)率將達(dá)到50㳠以上,進(jìn)入高等教育普及化階段。然而,就現(xiàn)階段我國高等教育而言,大眾化的急推猛進(jìn)似乎還未完全“消化”,又將迎來普及,如何在高等教育普及的大背景下保持和提高高等教育的質(zhì)量是值得教育界迫切思考的一個(gè)問題。此外,由于種種原因,近年來我國學(xué)術(shù)界尤其是高等教育屆愈演愈烈的學(xué)術(shù)腐敗現(xiàn)象已經(jīng)嚴(yán)重影響了高等教育的質(zhì)量,破壞了大學(xué)學(xué)術(shù)生態(tài)環(huán)境的平衡。大學(xué)學(xué)術(shù)組織作為大學(xué)學(xué)術(shù)的核心地帶,是承擔(dān)大學(xué)教學(xué)、科研和服務(wù)社會(huì)三大社會(huì)職能的重要載體,因而,探究我國大學(xué)學(xué)術(shù)組織學(xué)術(shù)生態(tài)環(huán)境存在的問題及優(yōu)化策略是一個(gè)極為迫切的課題,是提高高等教育質(zhì)量、增強(qiáng)學(xué)術(shù)公信力的強(qiáng)烈呼喚。研究大學(xué)學(xué)術(shù)組織學(xué)術(shù)生態(tài)環(huán)境的優(yōu)化策略,需要對(duì)其學(xué)術(shù)生態(tài)環(huán)境的生態(tài)構(gòu)成要素、主要生態(tài)影響因子以及存在的問題進(jìn)行深入分析。本研究認(rèn)為:大學(xué)學(xué)術(shù)組織內(nèi)部學(xué)術(shù)成員所組成的關(guān)鍵種群和大學(xué)學(xué)術(shù)組織所處的復(fù)合生態(tài)環(huán)境二者共同構(gòu)成了大學(xué)學(xué)術(shù)組織的學(xué)術(shù)生態(tài)環(huán)境。而對(duì)影響大學(xué)學(xué)術(shù)組織學(xué)術(shù)活動(dòng)的生態(tài)環(huán)境因子則從外部生態(tài)影響因子、內(nèi)部生態(tài)影響因子以及學(xué)術(shù)成員自身等方面進(jìn)行分析。對(duì)于存在的問題的分析則是從微觀生態(tài)環(huán)境、中觀生態(tài)環(huán)境和宏觀生態(tài)環(huán)境三個(gè)層面進(jìn)行具體闡述。本研究即以此為分析框架,運(yùn)用生態(tài)哲學(xué)理論、教育生態(tài)學(xué)原理和組織理論,綜合采用文獻(xiàn)法、案例研究法以及歸納法等研究方法,對(duì)我國大學(xué)學(xué)術(shù)組織學(xué)術(shù)生態(tài)環(huán)境存在的問題進(jìn)行診斷,并對(duì)其問題產(chǎn)生的原因進(jìn)行深入、細(xì)致的分析。本研究通過對(duì)我國大學(xué)學(xué)術(shù)組織學(xué)術(shù)生態(tài)環(huán)境的特性以及國外大學(xué)學(xué)術(shù)組織繁榮發(fā)展的案例的考察發(fā)現(xiàn),大學(xué)學(xué)術(shù)組織所處的學(xué)術(shù)生態(tài)環(huán)境是一個(gè)復(fù)合多元的生態(tài)環(huán)境,它是由社會(huì)生態(tài)環(huán)境、教育生態(tài)環(huán)境以及學(xué)校生態(tài)環(huán)境等無數(shù)個(gè)生命因子有機(jī)組合而成,并且各種生態(tài)因子之間互相聯(lián)系,彼此作用,只有當(dāng)大學(xué)學(xué)術(shù)組織學(xué)術(shù)生態(tài)環(huán)境內(nèi)部各生態(tài)構(gòu)成因子之間處于一種平衡的狀態(tài)時(shí),才能維護(hù)學(xué)術(shù)生態(tài)多樣性和學(xué)術(shù)生態(tài)環(huán)境的穩(wěn)定運(yùn)行�;谀壳拔覈髮W(xué)學(xué)術(shù)組織學(xué)術(shù)生態(tài)環(huán)境發(fā)展中存在的種種問題,本研究認(rèn)為,借鑒劍橋大學(xué)卡文迪許實(shí)驗(yàn)室繁榮發(fā)展的經(jīng)驗(yàn),通過積極培育學(xué)術(shù)主體,提升關(guān)鍵種群自身素養(yǎng),合理加強(qiáng)學(xué)校圖書館、實(shí)驗(yàn)室等軟硬件資源建設(shè),向大學(xué)學(xué)術(shù)組織下放教學(xué)權(quán)、科研權(quán)以及財(cái)政權(quán),加強(qiáng)政府職能轉(zhuǎn)變,由“監(jiān)管型”政府向“服務(wù)型”政府過渡,與外部企業(yè)保持通力合作,充分利用各種社會(huì)監(jiān)督制度,重視學(xué)術(shù)期刊作為學(xué)術(shù)載體的輻射作用,促進(jìn)學(xué)術(shù)期刊良性發(fā)展等誘致性因素,在不影響根本制度和利益的基礎(chǔ)上,對(duì)我國大學(xué)學(xué)術(shù)組織的學(xué)術(shù)生態(tài)環(huán)境進(jìn)行優(yōu)化。
[Abstract]:In 2015, China's Ministry of Education issued a "China higher education quality report" for the first time. It was reported that in 2015, the number of college students in China reached 37 million and the gross enrollment rate was 40? In the world. It is expected that by 2019, the gross enrollment rate of higher education in China will reach 50 or more, entering the stage of popularization of higher education. However, the higher education in China at the present stage, however, is at the present stage of higher education in China. In terms of education, the rapid progress of popularization seems to have not been fully "digested" and will usher in popularity. How to maintain and improve the quality of higher education in the context of the popularization of higher education is an urgent problem for the educational circle. In addition, in recent years, the academic circles in our country, especially the higher education, have become more and more intense in recent years. Academic corruption has seriously affected the quality of higher education and undermined the balance of academic ecological environment in University. As the core area of university academic organization, university academic organization is an important carrier for the three social functions of university teaching, scientific research and serving the society. Therefore, the academic ecological environment of our university academic organization exists. The problem and the optimization strategy are a very urgent task. It is a strong call to improve the quality of higher education and enhance the academic credibility of the academic organization. The research on the optimization strategy of the academic ecological environment of the academic organization of the university needs to make a thorough analysis of the ecological elements, the main ecological influence factors and the existing problems of the academic ecological environment. It is believed that the key population of academic members in the academic organization and the compound ecological environment in the academic organization of the University constitute the academic ecological environment of the academic organization of the University, and the ecological environmental factors affecting the academic activities of the academic organizations of the university are from the external ecological influence factors and the internal ecological influence factors. And the analysis of the academic members themselves. The analysis of the existing problems is from the micro ecological environment, the meso ecological environment and the macro ecological environment three aspects. This study is the analysis framework, the ecological philosophy theory, the educational ecology principle and the organizational theory, the comprehensive use of literature, case study. The research methods and induction methods are used to diagnose the problems existing in the academic ecological environment of university academic organizations in China, and to make a thorough and detailed analysis of the causes of the problems. It is found that the academic ecological environment in the academic organization of the university is a complex and pluralistic ecological environment. It is composed of numerous life factors, such as the social ecological environment, the educational ecological environment and the school ecological environment, and the various ecological factors are interconnected and interact with each other. Only when the academic organization of the university is a academic student. In order to maintain the academic ecological diversity and the stable operation of the academic ecological environment in a state of equilibrium between the various ecological components within the state environment, based on the problems existing in the development of academic ecological environment in the academic organization of the University of our country at present, this study believes that the development of the University of Cambridge Kwen Di Xu laboratory is prosperous. Through actively cultivating the academic subject, improving the quality of the key population, strengthening the construction of the soft and hardware resources, such as the school library, the laboratory, and so on, put the teaching right, the scientific research right and the financial power to the university academic organization, and strengthen the transformation of the government function, and make the transition from the "regulatory" government to the "service-oriented" government, and keep it through with the external enterprises. To cooperate fully, make full use of various social supervision systems, attach importance to the radiation effect of academic periodicals as the academic carrier, promote the benign development of academic periodicals and so on, and optimize the academic ecological environment of the academic organization of our university on the basis of not affecting the fundamental system and interests.
