【摘要】："雙一流"建設(shè)已經(jīng)成為國家、高校和社會各界關(guān)注的焦點,從而也引起了學(xué)界的熱議。無疑,"雙一流"建設(shè)的根本目的在于激發(fā)學(xué)術(shù)創(chuàng)造性并實現(xiàn)學(xué)術(shù)水平的躍升,為此就必須找到制約學(xué)術(shù)創(chuàng)造性的根源。不難發(fā)現(xiàn),傳統(tǒng)的資源配置機(jī)制對學(xué)術(shù)創(chuàng)造性束縛極大,它導(dǎo)致了"重科研、輕教學(xué)"現(xiàn)象無法根除,導(dǎo)致了管理主義盛行,也導(dǎo)致了大學(xué)科研重視計劃指標(biāo)完成而無法有效地回應(yīng)社會需要的窘境。這一切都是大學(xué)行政化的必然結(jié)果,并形成了一個復(fù)雜的路徑依賴系統(tǒng)。因此,"雙一流"建設(shè)必須超越傳統(tǒng)路徑依賴,堅持去行政化路線,促進(jìn)現(xiàn)代大學(xué)制度建設(shè),從而為高教強國建設(shè)創(chuàng)設(shè)良性的運轉(zhuǎn)機(jī)制。
[Abstract]:The construction of "double-first-class" has become the focus of attention of the country, universities and all walks of life. Undoubtedly, the basic purpose of the construction of "double first-class" is to stimulate academic creativity and realize the leap of academic level, so it is necessary to find the root of restricting academic creativity. It is not difficult to find that the traditional resource allocation mechanism is a great constraint to academic creativity, which leads to the phenomenon of "emphasizing scientific research rather than teaching" and leads to the prevalence of managementism. It also leads to the dilemma that university scientific research attaches importance to the completion of planned targets and is unable to respond effectively to the needs of society. All this is the inevitable result of university administration and forms a complex path-dependent system. Therefore, the construction of "double first-class" must transcend the traditional path dependence, adhere to the deadministrative line, promote the construction of modern university system, and thus create a benign operating mechanism for the construction of a powerful country with higher education.
