【摘要】：日本的"競(jìng)爭(zhēng)性研究資金制度",指研究資金分配機(jī)構(gòu)對(duì)研究者和研究機(jī)構(gòu)征集研究課題,由專家對(duì)申報(bào)的課題進(jìn)行評(píng)審,基于評(píng)審結(jié)果選拔課題并向研究者或研究機(jī)構(gòu)分配研究資金的制度。競(jìng)爭(zhēng)性研究資金制度中的相關(guān)政策和措施為國(guó)立、公立、私立大學(xué)創(chuàng)造了公平競(jìng)爭(zhēng)的環(huán)境,提升了大學(xué)的科研水平,改善了大學(xué)的科研人員隊(duì)伍結(jié)構(gòu)�？傮w而言,日本的競(jìng)爭(zhēng)性研究資金制度基本達(dá)到了提升國(guó)家科研水平的目的,也對(duì)大學(xué)的科研發(fā)展產(chǎn)生了積極影響。
[Abstract]:The "competitive research fund system" in Japan refers to research projects that are solicited by research funds allocation institutions to researchers and research institutions, and are evaluated by experts on the declared projects. The system of selecting topics and allocating research funds to researchers or research institutions based on the results of the review. The relevant policies and measures in the system of competitive research funds have created a fair competition environment for the state, public and private universities, improved the scientific research level of universities and improved the structure of scientific research personnel in universities. In general, Japan's competitive research funding system has basically achieved the purpose of raising the level of national scientific research, and has also had a positive impact on the development of scientific research in universities.
