【摘要】：提高大學(xué)自治水平和高等教育質(zhì)量已成為歐洲大多數(shù)國家的共識,然而歐洲各國秉持的大學(xué)自治觀和其推出的相關(guān)政策存在較大差異。歐洲大學(xué)協(xié)會則將大學(xué)自治統(tǒng)一劃分為組織自治、財(cái)政自治、學(xué)術(shù)自治、人事自治四個維度,并對歐洲28個高等教育系統(tǒng)的高校自治狀況數(shù)據(jù)化,以比較各國高校自治狀態(tài)、勾勒出歐洲大學(xué)自治圖景。研究發(fā)現(xiàn)不同自治維度之間存在緊密的連帶關(guān)系,因此建議采取一種整體性的系統(tǒng)方法,兼顧自治權(quán)的各個維度,并由大學(xué)和政府共同完成大學(xué)自治變革。
[Abstract]:To improve the level of university autonomy and the quality of higher education has become the consensus of most European countries. However, there are great differences between European countries in the view of university autonomy and related policies. The European University Association divides university autonomy into four dimensions: organizational autonomy, financial autonomy, academic autonomy and personnel autonomy, and digitizes the status of university autonomy in 28 European higher education systems in order to compare the states of university autonomy in various countries. Draw a picture of European university autonomy. It is found that there is a close relationship between different autonomy dimensions. Therefore, it is suggested that a holistic system approach should be adopted to give consideration to each dimension of autonomy, and the university and the government should work together to complete the reform of university autonomy.
