河南省高等教育與經(jīng)濟(jì)協(xié)調(diào)發(fā)展實(shí)證研究

【摘要】:隨著知識(shí)經(jīng)濟(jì)時(shí)代的到來,高等教育與經(jīng)濟(jì)發(fā)展關(guān)系日漸緊密。高等教育是驅(qū)使經(jīng)濟(jì)騰飛的強(qiáng)勁助力。經(jīng)濟(jì)則是高等教育發(fā)展的物質(zhì)保障。二者能否協(xié)調(diào)、互助發(fā)展一直都是各界學(xué)者關(guān)注的問題。高等教育與經(jīng)濟(jì)協(xié)調(diào)共存是社會(huì)發(fā)展進(jìn)程的必經(jīng)之路,更是經(jīng)濟(jì)建設(shè)的客觀需求。目前,國(guó)家正在實(shí)施中原經(jīng)濟(jì)區(qū)規(guī)劃,河南省要取得先發(fā)位置關(guān)鍵在于施展高等教育在區(qū)域經(jīng)濟(jì)發(fā)展進(jìn)程中的引領(lǐng)作用和協(xié)調(diào)作用。如何實(shí)現(xiàn)兩者間協(xié)調(diào)發(fā)展是本文研討的重要問題。這不僅對(duì)河南省經(jīng)濟(jì)發(fā)展十分重要,而且也符合中原經(jīng)濟(jì)區(qū)的發(fā)展利益。本文從理論出發(fā)對(duì)高等教育與經(jīng)濟(jì)發(fā)展研究進(jìn)行綜述,選取河南每萬人口大學(xué)生、高等教育毛入學(xué)率及學(xué)歷層次結(jié)構(gòu)等指標(biāo)與人均GDP、人均財(cái)政收入及第三產(chǎn)業(yè)占GDP比重就其規(guī)模和結(jié)構(gòu)兩方面內(nèi)容構(gòu)建數(shù)據(jù)庫(kù)。旨在了解河南當(dāng)前各方面的發(fā)展現(xiàn)狀。利用相關(guān)分析和曲線擬合對(duì)高等教育、經(jīng)濟(jì)發(fā)展的部分指標(biāo)進(jìn)行回歸,得出二者存在緊密聯(lián)系的結(jié)論。隨后,通過與中原經(jīng)濟(jì)區(qū)各省相關(guān)數(shù)據(jù)進(jìn)行差距比較,運(yùn)用主成分分析法測(cè)算各省高等教育與經(jīng)濟(jì)發(fā)展的綜合評(píng)分,對(duì)其排名,依據(jù)排名差得出當(dāng)前河南省高等教育與經(jīng)濟(jì)處于非協(xié)調(diào)發(fā)展時(shí)期,高等教育發(fā)展的速度滯后于經(jīng)濟(jì)。并從中探析失調(diào)原因集中在優(yōu)質(zhì)資源短缺、配置不均衡;培養(yǎng)人才層次結(jié)構(gòu)與勞動(dòng)技術(shù)結(jié)構(gòu)失衡;教育投入來源單一等等。結(jié)合失調(diào)原因筆者提出落實(shí)“雙一流”政策,培養(yǎng)創(chuàng)新人才;提升高等教育學(xué)歷層次結(jié)構(gòu),推進(jìn)經(jīng)濟(jì)轉(zhuǎn)型升級(jí);拓寬經(jīng)費(fèi)投入渠道及促進(jìn)教育公平和質(zhì)量等建議實(shí)現(xiàn)創(chuàng)新驅(qū)動(dòng)經(jīng)濟(jì)發(fā)展。
[Abstract]:With the coming of knowledge economy era, higher education and economic development are closely related day by day. Higher education is a powerful driver of the economy. Economy is the material guarantee for the development of higher education. Whether the two can be coordinated, the development of mutual assistance has been concerned by scholars from all walks of life. The harmonious coexistence of higher education and economy is the only way of social development and the objective demand of economic construction. At present, the state is implementing the Central Plains Economic Zone Planning, Henan Province to achieve the first place the key lies in the development of higher education in the process of regional economic development in the leading role and coordination role. How to realize the harmonious development between the two is an important problem discussed in this paper. This is not only very important for the economic development of Henan Province, but also in line with the development interests of the Central Plains Economic Zone. This paper summarizes the research on higher education and economic development from the perspective of theory, and selects every 10,000 college students in Henan Province. The index of gross enrolment rate and educational level structure of higher education, the per capita GDP, the per capita financial income and the proportion of tertiary industry to GDP, etc., are used to construct the database on its scale and structure. In order to understand the current development of Henan Province. Some indexes of higher education and economic development are regressed by correlation analysis and curve fitting, and the conclusion that there is a close relationship between them is obtained. Then, by comparing the gap with the relevant data of the Central Plains Economic Zone, using the principal component analysis method to calculate the comprehensive score of higher education and economic development in each province, and rank it. According to the poor ranking, it is concluded that the development of higher education and economy in Henan Province is in the period of uncoordinated development, and the speed of the development of higher education lags behind that of economy. The reason of the imbalance lies in the shortage of high quality resources, the imbalance in allocation, the imbalance between the structure of training talents and the structure of labor and technology, the single source of educational input, and so on. Combined with the reason of the imbalance, the author puts forward to carry out the "double first-class" policy, train innovative talents, enhance the educational level structure of higher education, and promote the economic transformation and upgrading. Some suggestions, such as broadening the channels of investment and promoting the equity and quality of education, can drive economic development by innovation.
