【摘要】：高校自主招生權(quán)是在國家設(shè)立的入學(xué)標(biāo)準(zhǔn)的基礎(chǔ)上,高校根據(jù)自身的辦學(xué)目標(biāo)、辦學(xué)條件和辦學(xué)要求,自主確定招生標(biāo)準(zhǔn)、招生范圍、招生方式的權(quán)力。權(quán)力固有的擴(kuò)張本性與負(fù)面作用,高校自主招生權(quán)的特殊地位與屬性異化,導(dǎo)致我國高校自主招生權(quán)監(jiān)督與制約缺失。應(yīng)健全以制度制約權(quán)力、以權(quán)力制約權(quán)力、以監(jiān)督制約權(quán)力、以權(quán)利制約權(quán)力等為一體的高校自主招生權(quán)監(jiān)督與制約體系,從源頭上預(yù)防和治理高校招生腐敗。
[Abstract]:On the basis of the admission standards established by the state, the right of independent enrollment is the power of colleges and universities to determine the enrollment standard, the scope of enrollment and the way of enrollment according to their own objectives, conditions and requirements of running a school. The inherent expanding nature and negative function of the power, the special status and attribute alienation of the independent enrollment right of colleges and universities lead to the lack of supervision and restriction of the independent enrollment right in our country. In order to prevent and control the corruption of college enrollment, we should perfect the supervision and restriction system of independent enrollment right of colleges and universities, which include system restricting power, power restricting power, supervision and restriction power and so on.
