我國研究型大學校長公開選拔制度研究

【摘要】:大學校長作為大學的領導者,不僅是大學的管理者更是靈魂。一個優(yōu)秀的大學校長能夠帶領一所大學的走向更遠更好的未來,選拔出優(yōu)秀的校長離不開一個科學的大學校長遴選制度。為了適應時代發(fā)展的要求,實現(xiàn)建設世界一流大學的目標,教育部積極探索完善大學校長選拔任用辦法,并開始了公開選拔五所直屬高校校長的試點改革工作。構(gòu)建科學的大學校長公開選拔制度,選拔出適應時代要求和國情需要的大學校長,對于促進我國大學的發(fā)展具有重要意義。目前我國大學的校長主要由政府任命,具有角色定位不清,無法適應新的時代要求;選拔標準不夠詳細具體,未建立起完善的選拔指標體系;選拔程序不夠公開民主;缺乏相應的監(jiān)督考核機制等問題。教育部在試行的公開選拔直屬高校校長的過程中設立包括教育部領導、高校干部管理負責人、直屬高校的黨委書記和校長以及教師、學生、離退休干部等在內(nèi)的遴選委員會作為選拔主體;在全國乃至全球范圍內(nèi)選拔適合人選,不再局限于本校本、地區(qū)內(nèi);選拔過程嚴格有序高效,選拔出的五位校長都相對年輕并具有一定管理經(jīng)驗,積累了一定的成功經(jīng)驗同時仍有一些需要改進的不足,具體包括選拔標準體系不完善,選拔結(jié)果具有較明顯的政治性等。以英國《泰晤士報高等教育副刊》公布的2016年度世界大學排名前100中的14所美國公立研究型大學作為研究對象,分析發(fā)現(xiàn)美國公立研究型大學的校長遴選由遴選委員會依據(jù)完善的選拔標準體系和嚴格的選拔過程選出,具有性別比例分布合理,學科背景范圍廣泛,上任年齡大,任期長,任職經(jīng)歷豐富,學術成就高等特點。在堅持我國的具體國情的基礎上,有選擇的借鑒美國公立研究型大學校長遴選的成功經(jīng)驗,完善我國的大學校長公開選拔制度。需要明確大學校長的角色定位,弱化其行政身份并促進大學校長的職業(yè)化和專業(yè)化發(fā)展;建立完善的選拔標準指標體系,對大學校長的政治品質(zhì)、教育背景、職業(yè)背景、學術成就、個人品格等進行全面細致的考察;制定科學民主的選拔程序;構(gòu)建有力的監(jiān)督考核機制,確保大學校長的公開選拔工作在公平公開的環(huán)境下進行,并能夠?qū)ζ涔ぷ鞒尚нM行全面細致的考核。
[Abstract]:As the leader of the university, the university president is not only the manager of the university, but also the soul. A good university president can lead a university to a far and better future, and the selection of a good president can not be achieved without a scientific selection system of university presidents. In order to meet the requirements of the development of the times and to realize the goal of building world-class universities, the Ministry of Education has actively explored and perfected the methods of selecting and appointing university presidents, and has begun the pilot reform of the open selection of the presidents of five universities directly affiliated to them. It is of great significance to construct a scientific open selection system for university presidents and to select university presidents who meet the needs of the times and national conditions for promoting the development of universities in China. At present, the presidents of universities in our country are mainly appointed by the government. They are unable to adapt to the requirements of the new era because of their unclear roles, the selection criteria are not detailed and concrete, the selection index system is not established, and the selection procedure is not open and democratic. Lack of corresponding supervision and assessment mechanism and so on. The establishment of the Ministry of Education in the process of open selection of university presidents directly under the Ministry of Education includes the leadership of the Ministry of Education, the responsible persons in charge of the management of cadres in colleges and universities, the secretaries of party committees and presidents of directly affiliated universities, teachers and students, The selection committee, including retired cadres, is the main body of selection; the selection of suitable candidates in the whole country and even the world is no longer confined to this school or region; the selection process is strictly orderly and efficient. The five principals selected are relatively young and have certain management experience, and have accumulated certain successful experience. At the same time, there are still some shortcomings that need to be improved, including the imperfect selection standard system and the obvious political nature of the selection results. Taking 14 public research universities in the top 100 of the world's universities in 2016, published by the Times Supplement for higher Education, as research subjects, It is found that the selection of presidents of public research universities in the United States is selected by the selection committee according to the perfect selection standard system and strict selection process, with a reasonable distribution of gender ratio, a wide range of disciplines, a long term of office and a long term of office. Rich experience, academic achievements and other characteristics. On the basis of adhering to the specific conditions of our country, we can learn from the successful experience of the selection of the presidents of public research universities in the United States selectively, and perfect the open selection system of university presidents in our country. It is necessary to define the role of university presidents, weaken their administrative status and promote the professional and professional development of university presidents, and establish a perfect selection standard index system for the political quality, educational background and professional background of university presidents. Academic achievements, personal character, etc. are investigated in a comprehensive and meticulous manner; scientific and democratic selection procedures are formulated; and a powerful supervisory and assessment mechanism is established to ensure that the open selection of university presidents is carried out in a fair and open environment.
