【摘要】：學(xué)術(shù)委員會(huì)制度建設(shè)是當(dāng)前高等教育領(lǐng)域全面深化綜合改革的重要舉措之一,對(duì)于構(gòu)建現(xiàn)代大學(xué)治理體系、提升大學(xué)治理能力具有重要意義。長期以來,我國大學(xué)的學(xué)術(shù)委員會(huì)制度存在著合法性不足合理性缺失的問題。《高等學(xué)校學(xué)術(shù)委員會(huì)規(guī)程》的頒布與施行,開啟了大學(xué)學(xué)術(shù)委員會(huì)制度的改革,這有助于逐漸打破學(xué)術(shù)委員會(huì)的"附屬性"狀態(tài),構(gòu)建大學(xué)權(quán)力新格局,實(shí)現(xiàn)學(xué)術(shù)民主,防止學(xué)術(shù)權(quán)力的濫用。隨后,在教育"一攬子修法"的過程中,《高等教育法》第42條最終將《高等學(xué)校學(xué)術(shù)委員會(huì)規(guī)程》的改革成果通過法律的形式予以正式確立。通過持續(xù)深入的大學(xué)治理改革,大學(xué)學(xué)術(shù)委員會(huì)制度將日臻成熟。
[Abstract]:The construction of academic committee system is one of the important measures to deepen the comprehensive reform in the field of higher education, which is of great significance to the construction of modern university governance system and the promotion of university governance ability.For a long time, the academic committee system of universities in our country has the problem of lack of legitimacy and rationality. The promulgation and implementation of the rules for academic Committees of institutions of higher Learning has opened the reform of the system of academic committees in universities.This will help to break down the attached status of academic committee, construct a new pattern of university power, realize academic democracy and prevent the abuse of academic power.Subsequently, in the course of the Education "package revision Law", Article 42 of the higher Education Law finally formally established the achievements of the reform of the "rules of the academic Committee of higher Education" through the form of law.Through the continuous and deep reform of university governance, the academic committee system of the university will become more and more mature.
