【摘要】：大學治理首先標志著變革行政一元化的大學管理模式、探索多元權(quán)力主體共治大學的積極態(tài)度以及為之做出的努力,大學善治的達成意味著大學治理之理想的實現(xiàn),是大學治理現(xiàn)代化的實質(zhì)。推動大學治理走向善治,需要確立大學的獨立法人地位,實現(xiàn)大學校長的民主化選拔,推動大學學術(shù)管理組織獨立行使職權(quán),建構(gòu)服務(wù)型的大學行政體系。改革的順利實施,有賴于高等教育法治化建設(shè)的推進與保障,主要包括建立健全高等教育法律法規(guī),推動大學章程建設(shè)與實施。
[Abstract]:The university governance first marks the reform of the administrative unitization of the university management mode and explores the positive attitude and efforts made by the pluralistic power subjects to co-govern the university. The achievement of good governance means the realization of the ideal of university governance.It is the essence of the modernization of university governance.To promote the university governance to good governance, it is necessary to establish the independent legal person status of the university, to realize the democratic selection of the university president, to promote the independent exercise of the functions and powers of the academic management organization of the university, and to construct a service-oriented university administration system.The smooth implementation of the reform depends on the promotion and guarantee of the legal construction of higher education, including the establishment and improvement of the laws and regulations of higher education, and the promotion of the construction and implementation of the university charter.
