【摘要】：院(系)不僅僅是高校二級辦學(xué)單位,更是驅(qū)動高校實(shí)現(xiàn)有效發(fā)展的基礎(chǔ)性力量,而驅(qū)動院(系)發(fā)展的重要動力則源于院(系)學(xué)術(shù)委員會。當(dāng)前,從理論研究和實(shí)踐經(jīng)驗(yàn)來看,我國地方高校院(系)學(xué)術(shù)委員會的實(shí)際運(yùn)行并沒有達(dá)到預(yù)期效果,存在著諸多問題與不足之處,有必要對其進(jìn)行歷史審視、現(xiàn)狀及問題分析,以明晰其來龍去脈,提出優(yōu)化發(fā)展策略。高校院(系)學(xué)術(shù)委員會運(yùn)行模式是指由運(yùn)行理念、運(yùn)行程序、操作策略、組織結(jié)構(gòu)、評價方式等要素構(gòu)成的一套人們可以照著做的運(yùn)行范式,經(jīng)歷了政治主導(dǎo)型、行政主導(dǎo)型、公共治理主導(dǎo)型萌芽三大發(fā)展階段;至今,成為我國地方高校院(系)最高學(xué)術(shù)組織機(jī)構(gòu)。本研究在對其進(jìn)行歷史審視的基礎(chǔ)上,對比分析我國三類地方高校院(系)學(xué)術(shù)委員會章程文本;同時,通過查閱相關(guān)文獻(xiàn)資料,制定了關(guān)于我國地方高校院(系)學(xué)術(shù)委員會運(yùn)行現(xiàn)狀的調(diào)查問卷,以期了解我國地方高校院(系)學(xué)術(shù)委員會在實(shí)際運(yùn)行中存在的問題。在對調(diào)查結(jié)果統(tǒng)計(jì)分析的過程中發(fā)現(xiàn),我國地方高校院(系)學(xué)術(shù)委員會在運(yùn)行理念、支撐條件、組織機(jī)構(gòu)、運(yùn)行程序等方面存在不足之處:民主管理、共同治理、學(xué)術(shù)自由、教授治學(xué)運(yùn)行理念單薄;運(yùn)行所需的支撐條件不足;相關(guān)組織機(jī)構(gòu)關(guān)系不明晰;內(nèi)外監(jiān)督機(jī)構(gòu)缺位;運(yùn)行程序混亂無序等。針對我國地方高校院(系)學(xué)術(shù)委員會運(yùn)行中存在的問題,本研究從運(yùn)行理念、支撐條件、組織機(jī)構(gòu)、運(yùn)行程序等方面提出了優(yōu)化策略:貫徹落實(shí)學(xué)術(shù)自由、教授治學(xué)、民主管理、共同治理的運(yùn)行理念;提供運(yùn)行所需的支撐條件;構(gòu)建完善的組織機(jī)構(gòu);規(guī)范合理有序的運(yùn)行程序。
[Abstract]:School (Department) is not only in two grade school units, is driving university to realize the basic power of effective development, and driving school (Department) development important power is due to the College (Department) Academic Committee. At present, from the theoretical study and practical experience of our local colleges (departments) of actual operation the academic committee did not achieve the expected results, there are many problems and shortcomings, it is necessary to carry out the view of history, current situation and problem analysis, to clarify the sequence of events, put forward the optimization strategy. The College (Department) Academic Committee operation mode refers to the operation idea, operation procedures, operation strategy, organizational structure the elements of evaluation methods, a set of people can follow the operation paradigm, experienced political leading, government leading, public governance dominated the three embryonic development stages; till now, a hospital in the local universities of China (Department) the highest Academic organization. In this study, based on the historical review, comparative analysis of three types of China's local college courtyard (Department) the academic committee of the text; at the same time, through the review of relevant literature, developed on the Institute of local colleges and universities (Department) questionnaire of Academic Committee operation status, in order to understand Institute of Chinese Local University Academic Committee (Department) of the existing problems in the practice. In the statistical analysis, Institute of local colleges and universities (Department) Academic Committee in the operation concept, support conditions, organization, operation procedures and other shortcomings: democratic management, corporate governance, academic free, Professor operating idea is weak; the supporting conditions needed to run; organization relationship is not clear; the absence of internal and external supervision mechanism; operation procedure of chaos and so on. For local colleges and universities in China Academy of Science (Department) There are problems in the operation of the committee, this study from the operation concept, support conditions, organization, put forward the optimization strategy of operating procedures: the implementation of academic freedom, academic independence, democratic management, operation of common management philosophy; provide supporting conditions needed to run; build perfect organization; reasonable standard operating procedures orderly.
