【摘要】：大學(xué)自治是大學(xué)誕生以來大學(xué)治理的首要問題。歐洲大學(xué)的自治傳統(tǒng)在其發(fā)展過程中因不斷受到來自世俗王權(quán)或政府力量的挑戰(zhàn)與干涉而幾經(jīng)變革。20世紀(jì)末期新公共管理理論的興起以及建設(shè)歐洲高等教育區(qū)的理想圖景又使社會各界疾呼大學(xué)回歸自治�，F(xiàn)代歐洲大學(xué)自治主要體現(xiàn)在組織、財政、人事以及學(xué)術(shù)四個維度。然而,現(xiàn)代歐洲大學(xué)在發(fā)展過程中的工具價值、權(quán)利規(guī)約、資源依賴、公眾服務(wù)等方面又規(guī)制著其自治的限度。
[Abstract]:University autonomy is the primary issue of university governance since the birth of the university.In the course of its development, the autonomy tradition of European universities has been constantly challenged and interfered by secular Wang Quan or government forces. As a result, the rise of new public management theory in the late 20th century and the construction of higher education areas in EuropeThe ideal prospect also makes all walks of life urge universities to return to autonomy.Modern European university autonomy mainly embodies in four dimensions: organization, finance, personnel and academic.However, in the process of development, modern European universities regulate the limits of their autonomy in the aspects of tool value, right regulation, resource dependence, public service and so on.
