【摘要】：體制機制建設(shè)是一項復(fù)雜的系統(tǒng)工程。思想政治教育體制機制建設(shè)是高校思想政治教育的基礎(chǔ)工作,完善健全的思想政治教育體制機制對高校思想政治教育至關(guān)重要。黨的十八大以來,教育部、各級教育行政部門高度重視思想政治教育工作,出臺了一系列政策來指導(dǎo)高校思想政治教育,2016年全國高校思想政治工作會議上,習(xí)總書記強調(diào)要把思想政治工作貫穿教育教學(xué)全過程。近年來,陜西高校在黨的領(lǐng)導(dǎo)下積極探索和調(diào)整思想政治教育體制機制,取得了歷史性成果,但由于學(xué)校規(guī)模、辦學(xué)層次等客觀原因或高校重視程度不夠、管理模式不科學(xué)等主觀方面的原因,目前陜西部分高校思想政治體制機制仍存在一些問題。文章試圖為完善和創(chuàng)新思想政治教育體制機制,全面促進陜西高校思想政治教育體制機制改革,增強思想政治教育針對性和實效性提供有效的借鑒。本文首先通過文獻梳理,對體制機制和高校思想政治教育體制機制等核心概念做以區(qū)分和界定,并對它們的關(guān)系進行了辨析�？偨Y(jié)和梳理了應(yīng)用的相關(guān)原理。其次,通過調(diào)查研究,對陜西高校思想政治教育的現(xiàn)狀及存在問題進行了分析。研究發(fā)現(xiàn),陜西高校思想政治教育體制機制在建設(shè)過程中取得了歷史性發(fā)展,一些高校在思想政治教育上取得了突出成果,對于好的做法和優(yōu)秀經(jīng)驗應(yīng)大力推廣。目前陜西高校普遍的問題是日常思想政治教育體制機制不健全和教育機制合力不足。對于普遍性問題,文章提出高校應(yīng)健全思想政治教育工作責(zé)任制,建立黨委領(lǐng)導(dǎo)下,黨政共同參與的決策中樞機構(gòu);構(gòu)建規(guī)劃機制、完善控制機制、健全評估等主要工作機制的建議。最后,高校在思想政治教育體制機制建設(shè)過程中必須以問題為導(dǎo)向,把立德樹人作為中心環(huán)節(jié),把思想政治教育貫穿教育教學(xué)全過程,遵循高等教育的一般原理,并結(jié)合自身實際,構(gòu)建全員、全方位的育人格局,努力開創(chuàng)我省高等教育事業(yè)發(fā)展新局面。
[Abstract]:The construction of institutional mechanism is a complicated system engineering.The system construction of ideological and political education is the basic work of ideological and political education in colleges and universities. It is very important to perfect and perfect the system of ideological and political education in colleges and universities.Since the 18th National Congress of the Party, the Ministry of Education and the educational administrative departments at all levels have attached great importance to ideological and political education, and have issued a series of policies to guide ideological and political education in colleges and universities. At the 2016 National Conference on ideological and political work in Colleges and Universities,General Secretary Xi stressed that ideological and political work should run through the whole process of education and teaching.In recent years, under the leadership of the Party, Shaanxi colleges and universities have actively explored and adjusted the ideological and political education system and mechanisms, and achieved historic results. However, due to the objective reasons such as the scale of schools, the level of running schools, and so on, or because of the insufficient attention paid to them,There are still some problems in the ideological and political system mechanism of some colleges and universities in Shaanxi province.This paper attempts to provide an effective reference for perfecting and innovating the system and mechanism of ideological and political education, comprehensively promoting the reform of ideological and political education system and mechanism in Shaanxi colleges and universities, and enhancing the pertinence and effectiveness of ideological and political education.Firstly, through literature review, this paper distinguishes and defines the core concepts such as the institutional mechanism and the ideological and political education system mechanism in colleges and universities, and analyzes their relations.The related principles of application are summarized and combed.Secondly, through investigation and research, the present situation and existing problems of ideological and political education in Shaanxi colleges and universities are analyzed.It is found that the system and mechanism of ideological and political education in colleges and universities in Shaanxi Province have made a historic development in the process of construction, and some colleges and universities have made outstanding achievements in ideological and political education, which should be vigorously popularized for good practices and excellent experiences.At present, the common problems in colleges and universities in Shaanxi are that the system and mechanism of daily ideological and political education are not perfect and the resultant force of educational mechanism is insufficient.With regard to the issue of universality, the article suggests that colleges and universities should improve the responsibility system for ideological and political education, establish a central decision-making body under the leadership of the Party committee and participate jointly by the party and government, construct a planning mechanism, and perfect the control mechanism.Sound evaluation and other major work mechanism recommendations.Finally, in the process of constructing the system of ideological and political education, colleges and universities must take the problem as the guidance, take the moral education as the central link, and let the ideological and political education run through the whole process of education and teaching, and follow the general principles of higher education.Combining with the reality of our province, we should construct the all-staff and all-round pattern of educating people, and strive to create a new situation for the development of higher education in our province.
