【摘要】：當(dāng)前,高等教育領(lǐng)域"放管服"改革邁入攻堅(jiān)階段,一定程度存在著有些"放"得不協(xié)調(diào)、不配套,有些"管"得不科學(xué)、不到位,有些"服"的意識(shí)不強(qiáng)、水平不高,有些高校接不住、管不好等問(wèn)題。主要原因在于對(duì)"放管服"內(nèi)涵認(rèn)識(shí)不清、管辦評(píng)分離不夠、省級(jí)教育統(tǒng)籌乏力、高校內(nèi)部治理效能不高。唯有進(jìn)一步更精準(zhǔn)地"放"、更有效地"管"、更優(yōu)質(zhì)地"服"、更有力地"接",方能實(shí)現(xiàn)高等教育領(lǐng)域"放管服"改革的總體目標(biāo)。
[Abstract]:At present, in the field of higher education, the reform of "putting management and service" has entered a critical stage. To a certain extent, there are some "uncoordinated" and unmatched "regulations", some "management" that is not scientific and in place, and some "service" that are not well aware and of high level.Some colleges and universities are unable to take care of problems such as poor management.The main reasons are that the connotation of "management clothing" is not clear, the score of management office is not enough, the provincial education is weak, and the efficiency of internal management in colleges and universities is not high.Only by "putting" more accurately, "managing" more effectively, "serving" more effectively and "accepting" more effectively can we realize the overall goal of the reform of "deregulation" in the field of higher education.
