我國高等教育“塊塊分割”的效應(yīng)及制度分析

【摘要】:伴隨高等教育管理體制改革的深化,我國高等教育形成了"塊塊分割"的格局,呈現(xiàn)出"雙重效應(yīng)",即既有正向效應(yīng)又有負(fù)向效應(yīng)。從制度分析的視角來看,"塊塊分割"格局形成的根本因素是政治集權(quán)下的地方分權(quán)改革、地方政府為晉升而博弈、區(qū)域高等教育協(xié)同發(fā)展制度建設(shè)滯后。在這三重因素的作用下,地方政府之間展開了囚徒困境式的激烈的高等教育競爭,從而催生了"塊塊分割"。
[Abstract]:With the deepening of the reform of higher education management system, China's higher education has formed a "block partition" pattern. From the perspective of institutional analysis, the fundamental factor of the formation of the pattern of "block segmentation" is the local decentralization reform under the political centralization, and the local government plays a game for promotion. The coordinated development system of regional higher education lags behind. Under the action of these three factors, the local governments have launched the fierce higher education competition of "prisoner's dilemma", which has given birth to "block division".
