【摘要】：通過(guò)對(duì)1985-2016年國(guó)家層面的高校學(xué)術(shù)創(chuàng)業(yè)政策文本進(jìn)行內(nèi)容挖掘和可視化分析,發(fā)現(xiàn)高校學(xué)術(shù)創(chuàng)業(yè)政策經(jīng)歷了"科技體制改革背景下的初步建立、科教興國(guó)戰(zhàn)略下的逐步發(fā)展、創(chuàng)新型國(guó)家建設(shè)下的改革深化和創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略下的重點(diǎn)突破"四個(gè)演化階段,其演化特點(diǎn)與突出問(wèn)題包括:政策布局從"分散"向"組合"演化,但"體系"仍未建立;政策內(nèi)容從"技術(shù)成果商品化"向"科技成果轉(zhuǎn)移"演化,但未形成完整的政策鏈;政策工具從"單項(xiàng)"向"多維度"演化,但缺乏"協(xié)同";政策視角從"宏觀性"向"專門(mén)性"演化,但破解創(chuàng)業(yè)難題不足。為此,需要強(qiáng)化頂層設(shè)計(jì)、完善政策鏈、優(yōu)化政策工具、加強(qiáng)政策配套。
[Abstract]:Based on the content mining and visual analysis of the academic entrepreneurship policy texts at the national level from 1985 to 2016, it is found that the academic entrepreneurship policy in colleges and universities has undergone the initial establishment under the background of the reform of the science and technology system, and the gradual development under the strategy of rejuvenating the country through science and education. Under the reform deepening and innovation-driven development strategy under the innovation type country construction, the key breakthrough "four evolution stages", its evolution characteristic and the prominent question include: the policy layout evolves from "dispersive" to "the combination", but the "system" has not yet been established; The policy content has evolved from "commercialization of technological achievements" to "transfer of scientific and technological achievements", but has not formed a complete policy chain, and policy tools have evolved from "individual" to "multi-dimensional". However, there is a lack of "synergy", and the policy perspective evolves from "macro" to "specialized", but it is insufficient to solve the problem of entrepreneurship. Therefore, it is necessary to strengthen the top-level design, perfect the policy chain, optimize the policy tools, and strengthen the policy matching.
