【摘要】：“雙一流”戰(zhàn)略是一個全新的計劃,對地方高校尤其是地方高水平大學(xué)的發(fā)展提供新的機遇和可能。隨著國家“雙一流”建設(shè)總體方案的頒布,各地先后啟動高水平大學(xué)計劃,陸續(xù)出臺了專項支持政策,掀起了新一輪省域高水平大學(xué)建設(shè)熱潮,這為河北省帶來了外部壓力和緊迫性。另外,隨著河北省高教強省戰(zhàn)略的推進、京津冀協(xié)同發(fā)展的實施和“雙一流”戰(zhàn)略的落實,河北省高校加強內(nèi)涵式發(fā)展、注重辦學(xué)質(zhì)量、提高核心競爭力也變得日益重要和迫切。其中,高水平大學(xué)建設(shè)是高教強省、抓住“雙一流”戰(zhàn)略的關(guān)鍵,只有以高水平大學(xué)建設(shè)為龍頭,才能帶動全省高等教育質(zhì)量與水平的提高。本研究的地方高水平大學(xué)是指隸屬于地方,以具有“國內(nèi)一流、國際知名”為辦學(xué)定位,以為地方經(jīng)濟社會發(fā)展起示范引領(lǐng)作用和提高區(qū)域服務(wù)能力為辦學(xué)使命,且擁有較強綜合實力的特色鮮明的高水平大學(xué),其主要分析維度為地方性、高水平性、特色鮮明和綜合實力。其中,地方性主要體現(xiàn)在三方面,即:因地而設(shè),主要受地方支持以及為地方社會服務(wù);高水平性主要體現(xiàn)在辦學(xué)定位和教育質(zhì)量上;特色鮮明主要體現(xiàn)在學(xué)科建設(shè)尤其是特色學(xué)科建設(shè)上;綜合實力則是表現(xiàn)在社會影響力、辦學(xué)條件和歷史基礎(chǔ)上�；诖�,本研究重點分析河北省高水平大學(xué)建設(shè)的現(xiàn)狀及存在的問題,通過梳理河北省高水平大學(xué)建設(shè)的發(fā)展歷程,以及分析河北省高水平大學(xué)的現(xiàn)狀,進而得出河北省高水平大學(xué)建設(shè)存在高等教育布局結(jié)構(gòu)不合理,高等教育缺乏優(yōu)質(zhì)資源,高等教育資助力度不夠,高水平師資隊伍力量薄弱,學(xué)科建設(shè)缺乏地方特色以及地區(qū)社會服務(wù)能力不強等問題。最后,針對存在的問題,本文提出河北省高水平大學(xué)建設(shè)的對策。第一,從政府層面來看,應(yīng)該不斷完善和健全教育政策法規(guī),擴大和落實高校辦學(xué)自主權(quán),合理提高政府財政經(jīng)費投入,不斷深化高等教育管理體制改革等;第二,從高校自身角度,要加強頂層設(shè)計,進行科學(xué)分類指導(dǎo),加強特色學(xué)科建設(shè),提高師資隊伍整體水平等。第三,優(yōu)化高等教育生態(tài)環(huán)境,高水平大學(xué)建設(shè)不是單個高校的“單兵突進”,而是需要依靠全省整個高等教育體系的“群體崛起”、“梯隊跟進”,因此,需要積極改善當?shù)氐母叩冉逃鷳B(tài)環(huán)境、建構(gòu)一流的高等教育體系。
[Abstract]:The "double first-class" strategy is a new plan, which provides new opportunities and possibilities for the development of local colleges and universities, especially the local high-level universities. With the promulgation of the overall plan of national "double first-class" construction. Various regions have launched high-level university plans, one after another issued special support policies, set off a new round of provincial high level university construction upsurge, which brought external pressure and urgency for Hebei Province. In addition. With the promotion of the strategy of a strong province with higher education, the implementation of the cooperative development of Beijing-Tianjin-Hebei and the implementation of the "double first-class" strategy, Hebei colleges and universities strengthen the implicit development and pay attention to the quality of running a school. Among them, the construction of high level universities is the province of higher education. The key to grasp the "double first-class" strategy is to take the construction of high-level universities as the leading factor. In order to promote the quality and level of higher education in the whole province, the local high level university in this study is subordinate to the local government, with "domestic first-class, international famous" as the orientation of running a school. For the local economic and social development to play a leading role and improve the regional service capacity for the mission of running a school, and has a strong comprehensive strength of the distinctive characteristics of high-level universities, its main analysis dimension is local, high-level. The features are distinct and the comprehensive strength. Among them, the local is mainly reflected in three aspects, namely: set up because of the local, mainly by the local support and serve for the local society; The high level is mainly reflected in the orientation of running a school and the quality of education; The distinctive features are mainly reflected in the discipline construction, especially in the characteristic discipline construction; Comprehensive strength is reflected in the social influence, school conditions and historical basis. Based on this, this study focuses on the analysis of the status quo and existing problems in the construction of high-level universities in Hebei Province. Through combing the development course of the high level university construction in Hebei province and analyzing the present situation of the high level university in Hebei province, it is concluded that the layout structure of higher education is unreasonable in the construction of the high level university in Hebei province. Higher education lack of quality resources, higher education funding is not enough, the strength of high-level teachers is weak, the lack of local characteristics of discipline construction and regional social service capacity is not strong. Finally. In view of the existing problems, this paper puts forward the countermeasures of the construction of high-level universities in Hebei Province. First, from the government level, we should constantly improve and improve educational policies and regulations, expand and implement the autonomy of colleges and universities. Reasonable increase of government financial investment, deepening the reform of higher education management system and so on; Second, from the perspective of colleges and universities, we should strengthen the top-level design, scientific classification guidance, strengthen the construction of characteristic disciplines, improve the overall level of teachers. Third, optimize the ecological environment of higher education. The construction of high level universities is not a "single soldier advance" of a single university, but needs to rely on the "group rise" of the whole higher education system of the whole province, "echelon follow up", therefore. It is necessary to actively improve the ecological environment of local higher education and construct a first-class higher education system.
