【摘要】：高校的物資管理工作,從微觀的角度上來說就是指高校對于用以保障高校發(fā)展及教學(xué)、科研任務(wù)的高校物資進(jìn)行科學(xué)的管理和合理的配置使用。從宏觀的角度上來講,就是合理高效的使用國家提供的資源配置從而使得高校物資物盡其用,并帶來良好的社會(huì)效益。隨著我國高等教育的飛速發(fā)展,高校的資金來源渠道多樣化,物資采購數(shù)量、種類及規(guī)模持續(xù)增加,使得加強(qiáng)高校物資管理顯得愈發(fā)重要。但是,目前高校物資管理在機(jī)構(gòu)設(shè)置、職能劃分、制度建設(shè)以及物資工作監(jiān)督等方面仍然存在著不少問題,應(yīng)當(dāng)引起足夠的重視盡快通過改革的方式優(yōu)化高校的物資管理體制,完善相關(guān)的規(guī)章制度。本文將從集成供應(yīng)鏈管理理論的視角,通過比較分析法、文獻(xiàn)檢索法等方法對我國高校物資管理體制進(jìn)行系統(tǒng)性的分析,并根據(jù)存在的問題提出了有針對性的建議。論文共分為五個(gè)章節(jié),第一章對本文的研究背景及研究意義、國內(nèi)外關(guān)于物資管理體制的文獻(xiàn)綜述、論文的創(chuàng)新點(diǎn)等進(jìn)行闡述。第二章對我國高校物資管理體制進(jìn)行了系統(tǒng)性的分析,涵蓋了與高校物資管理體制相關(guān)的概念界定、包括供應(yīng)鏈理論等與物資管理工作相關(guān)的理論解析、物資管理體制的發(fā)展歷程、物資管理的現(xiàn)有模式及存在問題等。第三章主要對國外高校物資管理體制的現(xiàn)狀進(jìn)行了介紹,并通過比較分析提出了國外高校物資管理體制的先進(jìn)經(jīng)驗(yàn)及管理模式對我國高校物資管理體制創(chuàng)新帶來的啟示。第四章主要針對我國高校物資管理體制中存在的問題與不足,從高校物資管理體制創(chuàng)新的角度,提出政府層面應(yīng)當(dāng)給予相關(guān)的政策扶持,高校層面應(yīng)當(dāng)從管理機(jī)構(gòu)的設(shè)置、共享平臺(tái)的構(gòu)建及庫存管理等方面進(jìn)行基于集成供應(yīng)鏈管理的高校物資管理的體制創(chuàng)新。第五章主要針對高校物資管理體制存在的問題與不足,從高校物資管理政策建議和運(yùn)行機(jī)制構(gòu)建的角度,提出結(jié)合先進(jìn)的集成供應(yīng)鏈管理思想從物資采購監(jiān)督、物資及資源配置、物資管理協(xié)調(diào)、信息共享等方面的具體政策建議和運(yùn)行機(jī)制的構(gòu)建路徑。最后一章結(jié)論與展望是對本文研究成果和高校物資管理工作未來發(fā)展趨勢的一個(gè)總結(jié)與展望。本論文在對我國高校物資管理體制進(jìn)行系統(tǒng)性分析并充分借鑒國外高校物資管理體制先進(jìn)經(jīng)驗(yàn)和集成供應(yīng)鏈管理理論的基礎(chǔ)上,得出針對我國高校物資管理體制存在問題的解決思路——政府層面上,進(jìn)一步完善、健全與高校物資管理體制創(chuàng)新相配套的政策法規(guī)、規(guī)章制度。高校層面上,將我國高校物資管理體制創(chuàng)新與先進(jìn)的集成供應(yīng)鏈管理理論相結(jié)合,構(gòu)建出基于集成供應(yīng)鏈管理的高校物資管理的新體制。希望本文的研究能為高校物資管理體制改革提供一個(gè)新的思路。
[Abstract]:The material management work in colleges and universities, from the microscopic point of view, refers to the use of universities to ensure the development and teaching of colleges and universities. Scientific research task of the university materials management and rational allocation of use. From a macro point of view, it is reasonable and efficient use of resources provided by the state to make the best use of university materials. With the rapid development of higher education in our country, the sources of funds in colleges and universities are diversified, and the quantity, variety and scale of material procurement continue to increase. It is more and more important to strengthen the management of materials in colleges and universities. However, there are still many problems in the establishment of institutions, the division of functions, the construction of systems and the supervision of material work in colleges and universities. We should pay enough attention to optimize the material management system of colleges and universities as soon as possible through the way of reform and perfect the relevant rules and regulations. This paper will adopt comparative analysis from the perspective of integrated supply chain management theory. Literature retrieval method and other methods for the systematic analysis of our country's university material management system, and according to the existing problems put forward targeted recommendations. The paper is divided into five chapters. The first chapter describes the research background and significance of this paper, the literature review on the material management system at home and abroad, the innovation of the paper, etc. The second chapter makes a systematic analysis of the material management system in colleges and universities in China. It covers the definition of the concepts related to the material management system in colleges and universities, including the theoretical analysis of the supply chain theory and related material management work, and the development of the material management system. The third chapter mainly introduces the current situation of the material management system in foreign universities. Through comparative analysis, the paper puts forward the enlightenment of the advanced experience and management mode of the material management system of foreign universities and colleges to the innovation of the material management system of our country's universities. Chapter 4th mainly aims at the existence of the material management system in the colleges and universities of our country. Problems and shortcomings. From the perspective of the innovation of the material management system in colleges and universities, this paper puts forward that the government should give relevant policy support at the government level, and the university level should be set up from the management organization. Share platform construction and inventory management based on integrated supply chain management of college material management system innovation. Chapter 5th mainly aimed at the problems and shortcomings of the university material management system. From the point of view of the construction of material management policy and operation mechanism in colleges and universities, this paper puts forward a combination of advanced integrated supply chain management ideas from the material procurement supervision, material and resource allocation, material management coordination. The conclusion and prospect of the last chapter is a summary and prospect of the research results of this paper and the future development trend of the material management work in colleges and universities. On the basis of systematic analysis of the material management system of Chinese universities and full reference of advanced experience and integrated supply chain management theory of foreign university material management system. In view of the problems existing in the material management system of colleges and universities in China, the author comes to the following conclusions: on the level of government, improve and perfect the policies, regulations, rules and regulations of the innovation of the material management system of colleges and universities. This paper combines the innovation of material management system in colleges and universities with the advanced integrated supply chain management theory. A new material management system based on integrated supply chain management in colleges and universities is constructed. It is hoped that the research in this paper will provide a new way of thinking for the reform of material management system in colleges and universities.
