【摘要】:當(dāng)今,在我國(guó)倡導(dǎo)高等教育治理現(xiàn)代化的背景下,科學(xué)合理地處理大學(xué)、政府與社會(huì)的關(guān)系,形成社會(huì)廣泛參與的多元治理格局已成為高等教育發(fā)展的必然。由于美國(guó)是世界高等教育強(qiáng)國(guó)及協(xié)會(huì)組織發(fā)展最完善的國(guó)家,本文選取其最具代表性的精英研究型大學(xué)聯(lián)盟——美國(guó)大學(xué)聯(lián)合會(huì)(the Association of American Universities,以下簡(jiǎn)稱"AAU”),深入研究其參與美國(guó)高等教育內(nèi)外部治理的表現(xiàn)及有利因素,從而豐富高等教育治理研究的理論成果,并為我國(guó)建立大學(xué)協(xié)會(huì)、改善高等教育治理結(jié)構(gòu)提供借鑒。本研究基于文獻(xiàn)法、案例研究法和歷史研究法對(duì)AAU參與高等教育治理的情況及有利因素進(jìn)行分析,共分為五個(gè)部分。緒論部分包括選題緣由及問題提出、相關(guān)概念界定、研究綜述、研究意義、研究的思路與方法等;第一章介紹了AAU的發(fā)展概況(包括AAU的成立、發(fā)展、組織機(jī)構(gòu)及運(yùn)作機(jī)制);第二、三章研究AAU作為獨(dú)立于高校與政府的第三方機(jī)構(gòu)是如何參與高等教育治理的,主要從它對(duì)高等教育行業(yè)自律的促進(jìn)及協(xié)調(diào)大學(xué)與政府的關(guān)系兩方面進(jìn)行分析,此為本研究的重點(diǎn);第四章探討利于AAU參與高等教育治理的因素,主要從美國(guó)高等教育整體運(yùn)行環(huán)境及AAU組織自身的因素兩方面展開。通過研究,本文發(fā)現(xiàn)AAU作為獨(dú)立于高校與政府的中介組織,一方面通過高等教育質(zhì)量認(rèn)證、建立精英大學(xué)入會(huì)標(biāo)準(zhǔn)、監(jiān)督并提升高校人才培養(yǎng)質(zhì)量及制定院校治理與科研管理規(guī)則等方式來規(guī)范北美主要研究型大學(xué)的實(shí)踐活動(dòng),為高校內(nèi)部的科研及人才培育決策提供指導(dǎo);另一方面,它積極參與到聯(lián)邦政府高等教育政策制定過程中,就高等教育領(lǐng)域關(guān)切的政策議題通過寫信、出席聽證會(huì)、發(fā)布報(bào)告等方式對(duì)政府進(jìn)行游說,主題包括提供法律法規(guī)咨議及科技政策建議、爭(zhēng)取聯(lián)邦政府資助、重要職位設(shè)置及其人選推薦和抵制政府的過度干預(yù)等方面。AAU能參與治理,既得益于美國(guó)獨(dú)特的高等教育運(yùn)行環(huán)境,也與組織自身的多方面努力息息相關(guān)。由于AAU并非高校及政府的決策機(jī)構(gòu),因此其治理的效果難以簡(jiǎn)單評(píng)判,但它無疑是參與美國(guó)高等教育治理的一支重要力量。AAU參與治理的經(jīng)驗(yàn)值得我們?cè)诮Y(jié)合本土國(guó)情的基礎(chǔ)上批判性地吸收與借鑒。
[Abstract]:Nowadays, under the background of advocating the modernization of higher education governance in our country, the relationship between university, government and society is dealt with scientifically and reasonably. It has become an inevitable trend for the development of higher education to form a pluralistic governance pattern in which the society participates widely, because the United States is the most perfect country in the world for the development of the powerful country of higher education and the organization of association. This paper selects its most representative elite research university alliance, the American University Federation (. The Association of American Universities. Hereinafter referred to as "AAU", in-depth study of its participation in the United States higher education internal and external governance performance and favorable factors, so as to enrich the theoretical results of higher education governance research, and establish a university association for our country. Improve the governance structure of higher education to provide reference. This study is based on the literature method, case study method and historical research method to analyze the situation and favorable factors of AAU participation in higher education governance. It is divided into five parts. The introduction part includes the reasons and questions of the topic, the definition of related concepts, the summary of the research, the significance of the research, the ideas and methods of the research, etc. The first chapter introduces the development of AAU (including the establishment, development, organization and operation mechanism of AAU). Second, the third chapter studies how AAU, as a third-party institution independent of university and government, participates in the governance of higher education. This paper mainly analyzes the relationship between university and government in the promotion and coordination of self-discipline in higher education industry, which is the focus of this study. Chapter 4th discusses the factors conducive to AAU participating in the governance of higher education, mainly from the overall operating environment of higher education in the United States and the factors of the AAU organization itself. This paper finds that AAU, as an intermediary organization independent of university and government, on the one hand, sets up the admission standard of elite university through the quality certification of higher education. Supervising and improving the quality of talent training and establishing the rules of university governance and scientific research management to standardize the practical activities of major research universities in North America and provide guidance for scientific research and talent cultivation decisions within colleges and universities; On the other hand, it is actively involved in the development of higher education policy in the federal Government, lobbying the Government on policy issues of concern in the field of higher education by writing letters, attending hearings, issuing reports, etc. Topics include providing advice on laws and regulations and science and technology policy advice, securing federal funding, recommending key positions and candidates, and resisting excessive government intervention. AAU is involved in governance. Because AAU is not only the decision-making institution of university and government, it is difficult to judge the effect of its governance simply because it benefits from the unique environment of higher education in the United States as well as the various efforts of the organization itself. But it is undoubtedly an important force in the governance of American higher education. The experience of AAU participation in governance is worthy of us to absorb and learn critically on the basis of combining the local conditions.
