協(xié)調(diào)區(qū)域高等教育發(fā)展的路徑1 嚴(yán)全治 （河南省職業(yè)技術(shù)教育與經(jīng)濟(jì)社會(huì)發(fā)展研究中心，河南新鄉(xiāng)453003 ） 摘要 區(qū)域高等教育協(xié)調(diào)發(fā)展是“統(tǒng)籌區(qū)域發(fā)展”的主題之一。1999-2009 年的數(shù)據(jù) 分析顯示，不同區(qū)域居民接受高等教育的機(jī)會(huì)和質(zhì)量差距顯著。縮小區(qū)域差距協(xié)調(diào)高等 教育發(fā)展理論上有三個(gè)方向：調(diào)整高校區(qū)域布局、調(diào)整高校招生計(jì)劃、調(diào)整高校區(qū)域布 局的同時(shí)調(diào)整高校招生計(jì)劃。具體可行的路徑是：堅(jiān)持不懈地調(diào)整高校的區(qū)域布局；建 立對(duì)落后省區(qū)的高等教育補(bǔ)償機(jī)制；制定地方高校生均教育經(jīng)費(fèi)最低標(biāo)準(zhǔn)。 關(guān)鍵詞 高等教育 區(qū)域差異 協(xié)調(diào)區(qū)域發(fā)展 On the Routes of Coordinating Regional Higher Educational Development YAN Quan-zhi Henan Province Research Center for Vocation-Technical Education and Economy-society Development, Xinxiang 453003,China Abstract ：The harmonious development of regional higher education is a main theme of regional integration development plan. According to a data analysis during 1999-2009, the regional difference of higher educational opportunity and quality of residents is notable. There are three theoretical directions for reducing the regional difference, i.e. adjusting the regional layout or the regional enrollment plans of higher educational institutions, or both of them. The specific and feasible routes are as follows: make unremitting effort to adjust the regional layout of higher educational institutions; set up a compensation system for the backward provinces; establish an unified standard of provincial educational expenditure per student, and increase the fiscal support of higher education from central government to economical backward provinces.
