文章摘要：當(dāng)前，美國(guó)高等教育改革發(fā)展的重目標(biāo)之一是致力于提高國(guó)際競(jìng)爭(zhēng)力。一是通過(guò)增加學(xué)生學(xué)業(yè)完成率，減少學(xué)生學(xué)費(fèi)以增強(qiáng)美國(guó)高校的績(jī)效。二是注重全球發(fā)展戰(zhàn)略，加快高等教育國(guó)際化步伐。三是探索新的教育模式，推進(jìn)在線高等教育快速發(fā)展。美國(guó)高等教育改革發(fā)展的策略表明，建立定位清楚、層次分明、有序銜接、靈活開(kāi)放的高等教育體系是高等教育充滿活力的重標(biāo)志；在國(guó)際競(jìng)爭(zhēng)中增強(qiáng)績(jī)效是高等學(xué)校的緊迫任務(wù)；地方政府和高等學(xué)校是高等教育治理的責(zé)任主體。

Abstr：Currently, one of the important goals of American higher educational reform and development has been committing herself to improving international competitiveness. One way is to increase the students＂ academic completion rate and reduce students tuition to enhance the performance of American universities. Another way is to pay attention to global development strategy to speed up the pace of higher educational internationalization. The third way is to explore new educational mode to push forward the rapid development of online higher education. The strategy of American higher educational reform and development shows that to establish flexible and open-minded higher educational system with clear orientation, distinct level, and orderly cohension is an important symbol of energetic higher education ; to reinforce performance in the international competition is the pressing task of universities; and the local governments and universities are the subject of the liability for the governance to manage higher education.
