【摘要】：源于20世紀(jì)60年代以來美國社會經(jīng)濟及社會環(huán)境的巨大變化,青少年的校外教育成為了整個社會亟需解決的重要問題,由此為21世紀(jì)社區(qū)學(xué)習(xí)中心計劃的孕育和施行提供了條件。自20世紀(jì)90年代確立并發(fā)展至今,美國21世紀(jì)社區(qū)學(xué)習(xí)中心計劃已日臻成熟,成為青少年校外教育的一項重要政策,其運行機制、經(jīng)費保障機制日益完善,并吸引了各方面力量對其進行研究和評估。這些研究和評估用一系列數(shù)據(jù)證明了青少年校外教育的潛在價值,推動了21世紀(jì)社區(qū)學(xué)習(xí)中心計劃的進一步完善。美國21世紀(jì)社區(qū)學(xué)習(xí)中心計劃作為一項成功的青少年校外教育政策,對我國青少年校外教育的實施具有參考借鑒意義。
[Abstract]:Due to the great changes in the social, economic and social environment in the United States since the 1960s, the out-of-school education of young people has become an important problem that the whole society needs to solve urgently. This provides the conditions for the gestation and implementation of the community learning center plan in the 21 st century. Since the establishment and development of the community learning center in the United States in the 1990s, the community learning center program in the United States has become more and more mature, and it has become an important policy of out-of-school education for young people. Its operating mechanism and funding guarantee mechanism are becoming more and more perfect. And attracted all kinds of forces to study and evaluate it. These studies and assessments prove the potential value of out-of-school education for adolescents with a series of data, and promote the further improvement of the community learning center program in the 21st century. As a successful out-of-school education policy for young people, the 21st Century Community Learning Center Program in the United States has reference significance for the implementation of out-of-school education for young people in China.
