【摘要】：自20世紀90年代以來,由于生源持續(xù)減少、地方政府財力有限和大量村辦小學重復建設(shè)等原因,中小學布局調(diào)整在各地逐漸展開。但由于一些地區(qū)學校撤并的幅度過大,也帶來一些問題。教育政策地方執(zhí)行動力包括內(nèi)在動力和外在動力兩個方面,兩者之間相互作用,將教育政策地方執(zhí)行的動力最大化。政策執(zhí)行的外在動力包括行政引導和政策激勵。政策執(zhí)行的內(nèi)在動力包括提升教育質(zhì)量,進行資源整合;方便教育管理,減輕工作負擔;降低辦學成本,減輕財政壓力。中小學布局調(diào)整政策執(zhí)行情況的啟示是:應(yīng)多主體參與教育政策制定與執(zhí)行,要完善教育政策地方執(zhí)行的程序制度,要搭建教育政策地方執(zhí)行主體之間的交流平臺。
[Abstract]:Since the 1990s, due to the continuous decrease in student resources, limited local government financial resources and repeated construction of a large number of village-run primary schools, the adjustment of the distribution of primary and secondary schools has been gradually carried out in various places. But because some area school disintegrates the scope to be too big, also causes some problems. The local execution power of education policy includes two aspects: internal power and external motive force, which interact with each other and maximize the power of local implementation of education policy. The external motive force of policy implementation includes administrative guidance and policy incentive. The internal motive force of policy implementation includes improving the quality of education, integrating resources, facilitating education management, reducing the burden of work, reducing the cost of running a school and alleviating the financial pressure. The enlightenment of the implementation of the policy on the adjustment of the layout of primary and secondary schools is that it is necessary to participate in the formulation and implementation of education policy, to perfect the procedural system of local implementation of education policy, and to set up a communication platform between the local executive subjects of education policy.
