【摘要】：中國現(xiàn)行的政府資產(chǎn)負(fù)債表存在許多缺陷,無法全面反映政府資產(chǎn)負(fù)債狀況。中國亟須一整套完善、合理的政府財務(wù)會計準(zhǔn)則體系。應(yīng)當(dāng)通過由易到難、循序漸進(jìn),由局部到整體的方式來逐步建立起符合中國實際的政府財務(wù)會計準(zhǔn)則體系。本文先構(gòu)建中國政府資產(chǎn)負(fù)債表框架,以此為基礎(chǔ),估算了2010~2012年的中國政府資產(chǎn)負(fù)債規(guī)模。規(guī)模估算方面,重點在于政府資產(chǎn),尤其是反映中國政府財力基礎(chǔ)的資產(chǎn)。本文構(gòu)建中國政府資產(chǎn)負(fù)債表的總體思路為:將國內(nèi)外各種可供參考的資料作為構(gòu)建的理論參考和現(xiàn)實依據(jù)。在這些資料的基礎(chǔ)上,綜合考慮各種因素,選擇并調(diào)整資產(chǎn)負(fù)債表中的組成項目,構(gòu)建中國政府資產(chǎn)負(fù)債表。
[Abstract]:China's current government balance sheet has many flaws that do not fully reflect the state's balance sheet. China urgently needs a set of perfect, reasonable government financial accounting standard system. The government financial accounting standard system should be established gradually from easy to difficult, step by step, from part to whole. This paper first constructs the balance sheet framework of Chinese government, and then estimates the scale of assets and liabilities of Chinese government from 2010 to 2012. In terms of size estimates, the focus is on government assets, especially those that reflect the financial base of the Chinese government. In this paper, the general idea of constructing the balance sheet of the Chinese government is to take all kinds of reference materials at home and abroad as the theoretical reference and practical basis for the construction of the balance sheet. On the basis of these data, various factors are considered synthetically, the composition items in the balance sheet are selected and adjusted, and the balance sheet of the Chinese government is constructed.
