【摘要】：在德國、美國、日本等國,秘書有時被認為是政府機構(gòu)或企業(yè)的"第二權(quán)力",或者被形容為"秘書力"。為防止他們借力形成"隱形特權(quán)階層",這些國家對秘書這一職位做了種種法律與制度上的嚴格限制。
[Abstract]:In Germany, the United States, Japan and other countries, secretaries are sometimes considered the "second power" of government agencies or enterprises, or described as "secretarial power". In order to prevent them from forming an "invisible privileged class", these countries imposed strict legal and institutional restrictions on the post of secretary.
