【摘要】：[目的/意義]智庫的融資模式是其可持續(xù)發(fā)展的一個決定性因素。[方法 /過程]本文對六個國際知名智庫融資模式進行分析,總結(jié)智庫的籌資渠道、所占比重、前提條件和適用范圍,在借鑒國外智庫經(jīng)驗基礎上,提出建設我國特色新型智庫融資機制的對策建議。[結(jié)果 /結(jié)論 ]研究發(fā)現(xiàn)融資模式主要有政府資助、社會捐贈、市場化運作收益、PPP(Public-Private Partnership)模式和委托研究項目經(jīng)費五種,論文對多元化、多渠道、多層次的融資體制,基于PPP和委托課題的中國智庫融資運作模式,保持智庫獨立性,完善智庫捐贈稅收的法律政策,融資風險管理等也進行了探討,以支撐中國特色新型智庫建設。
[Abstract]:The financing model of the think-tank is a decisive factor in its sustainable development. [method / process] this paper analyzes the financing models of six internationally renowned think-tanks, summarizes the financing channels, the proportion, the preconditions and the scope of application of the think-tanks, and draws lessons from the experience of foreign think-tanks. The paper puts forward the countermeasures and suggestions for the financing mechanism of the new type of think-tank with Chinese characteristics. [results / conclusion] it is found that there are five kinds of financing models: government subsidy, social donation, Public-Private Partnership model of market-oriented operation and the funds of commissioned research projects. The paper focuses on a diversified, multi-channel and multi-level financing system. In order to support the construction of the new type of think-tank with Chinese characteristics, the operation mode of Chinese think-tank based on PPP and entrustment, the independence of the think-tank, the perfection of the legal policy of the tax on donation of the think-tank and the management of the financing risk are also discussed.
