【摘要】：[目的 /意義]隨著國(guó)家啟動(dòng)中國(guó)特色新型智庫(kù)建設(shè),智庫(kù)在政府科學(xué)民主決策方面將發(fā)揮日益重要的作用,建設(shè)中國(guó)特色新型智庫(kù),既需要結(jié)合中國(guó)國(guó)情,也需要學(xué)習(xí)借鑒其他國(guó)家的經(jīng)驗(yàn)。[方法 /過(guò)程]采用調(diào)研、案例分析、科學(xué)計(jì)量分析等多種方法分析了國(guó)際智庫(kù)發(fā)展的主要趨勢(shì),總結(jié)闡述了國(guó)外一流智庫(kù)發(fā)展的主要特點(diǎn),在此基礎(chǔ)上,提出了我國(guó)新型智庫(kù)建設(shè)的幾點(diǎn)建議。[結(jié)果/結(jié)論 ]研究表明,全球智庫(kù)的數(shù)量迅速擴(kuò)張、政府決策對(duì)智庫(kù)的依賴日益加深、智庫(kù)成為引領(lǐng)和影響社會(huì)輿論的意見(jiàn)領(lǐng)袖機(jī)構(gòu)、智庫(kù)的社會(huì)影響力持續(xù)擴(kuò)大、智庫(kù)間爭(zhēng)奪國(guó)際話語(yǔ)權(quán)的競(jìng)爭(zhēng)加劇、智庫(kù)現(xiàn)象成為學(xué)術(shù)研究的一個(gè)重要問(wèn)題。國(guó)際一流智庫(kù)具有鮮明的特點(diǎn),主要包括政策實(shí)用主義的明確定位、標(biāo)榜獨(dú)立性與客觀性的標(biāo)簽化特色、理事會(huì)化的組織管理機(jī)制、獨(dú)特的人才隊(duì)伍組織與流動(dòng)機(jī)制、追求高質(zhì)量成果產(chǎn)出與影響力的價(jià)值觀、基于數(shù)據(jù)信息與工具方法的政策創(chuàng)新研究、強(qiáng)化政策與社會(huì)影響力的宣傳與營(yíng)銷方式、國(guó)際化網(wǎng)絡(luò)型智庫(kù)建設(shè)發(fā)展動(dòng)向等。在此基礎(chǔ)上,提出建設(shè)中國(guó)特色新型智庫(kù)應(yīng)建設(shè)和完善制度安排、建立溝通和成果報(bào)送機(jī)制、培養(yǎng)智庫(kù)型研究人才、建立新型智庫(kù)治理機(jī)制、建立智庫(kù)科學(xué)評(píng)價(jià)體系、促進(jìn)國(guó)際化網(wǎng)絡(luò)型智庫(kù)發(fā)展等建議。
[Abstract]:[purpose / significance] as the country starts the construction of a new type of think-tank with Chinese characteristics, it will play an increasingly important role in the scientific and democratic decision-making of the government. There is also a need to learn from the experience of other countries. [method / process] the main trends of the development of international think tanks are analyzed by means of investigation, case analysis and scientific econometric analysis, and the main characteristics of the development of foreign first-class think tanks are summarized and expounded. Some suggestions on the construction of a new type of think-tank in China are put forward. [results / conclusions] Research shows that the number of global think tanks is expanding rapidly, the dependence of government decisions on think tanks is increasing, think tanks are becoming opinion leaders to guide and influence public opinion, and the social influence of think tanks continues to expand. The competition between think-tanks for international discourse rights has intensified, and the phenomenon of think-tanks has become an important issue in academic research. International first-class think-tanks have distinct characteristics, including the clear orientation of policy pragmatism, the label characteristics of independence and objectivity, the organization and management mechanism of council, the organization and flow mechanism of unique talents. We should pursue the values of high quality achievement output and influence, research the policy innovation based on data information and tool method, strengthen the propaganda and marketing mode of policy and social influence, and develop trend of international network think-tank construction and so on. On this basis, it is proposed that the construction of a new type of think-tank with Chinese characteristics should build and perfect the system arrangement, establish the mechanism of communication and delivery of achievements, train the talents of think-tank type research, establish the mechanism of governance of the new type of think-tank, and establish the scientific evaluation system of the think-tank. To promote the development of international network think tank and other suggestions.
