【摘要】：金磚國(guó)家(巴西、俄羅斯、印度、中國(guó)和南非)農(nóng)業(yè)的持續(xù)發(fā)展離不開(kāi)各國(guó)政府一般服務(wù)的支持。本文結(jié)合金磚國(guó)家各國(guó)國(guó)情和發(fā)展目標(biāo),基于文獻(xiàn)和互聯(lián)網(wǎng)信息,采用最新標(biāo)準(zhǔn)計(jì)算金磚國(guó)家的一般服務(wù)支持估計(jì)值(GSSE)和全部農(nóng)業(yè)支持估計(jì)值(TSE),對(duì)金磚國(guó)家農(nóng)業(yè)一般服務(wù)支持內(nèi)容、一般服務(wù)支持規(guī)模和一般服務(wù)支持結(jié)構(gòu)進(jìn)行了系統(tǒng)分析,研究發(fā)現(xiàn),金磚國(guó)家中只有南非的GSSE絕對(duì)值和相對(duì)值均較高,其對(duì)農(nóng)產(chǎn)品生產(chǎn)和消費(fèi)的個(gè)體決策影響程度較低,農(nóng)產(chǎn)品貿(mào)易扭曲程度低,且南非的一般服務(wù)支持政策結(jié)構(gòu)也較為合理,值得中國(guó)學(xué)習(xí)和借鑒。中國(guó)在公共儲(chǔ)備費(fèi)用方面的支持過(guò)高,應(yīng)降低公共儲(chǔ)備費(fèi)用支持力度,提升農(nóng)業(yè)知識(shí)創(chuàng)新、檢驗(yàn)與控制政策的支持,繼續(xù)保持對(duì)基礎(chǔ)設(shè)施維護(hù)與發(fā)展的支持,不斷提升中國(guó)水文基礎(chǔ)設(shè)施和倉(cāng)儲(chǔ)、營(yíng)銷(xiāo)和其他基礎(chǔ)設(shè)施、機(jī)構(gòu)基礎(chǔ)設(shè)施和農(nóng)場(chǎng)改建的水平,提升中國(guó)農(nóng)產(chǎn)品市場(chǎng)競(jìng)爭(zhēng)力,發(fā)展中國(guó)農(nóng)業(yè)產(chǎn)業(yè)。
[Abstract]:The sustainable development of agriculture in the BRICS countries (Brazil, Russia, India, China and South Africa) cannot be sustained without the support of general government services. Based on the national conditions and development objectives of BRICS countries, this paper uses the latest standard to calculate the estimated value of general service support (GSSE) and total agricultural support (TSE),) of BRICS countries based on literature and Internet information. This paper makes a systematic analysis of the agricultural general service support content, the scale of general service support and the structure of general service support in BRICS countries. It is found that only South Africa has a higher absolute and relative value of GSSE in BRICS countries. The degree of its influence on the individual decision making of agricultural products production and consumption is low, the degree of trade distortion of agricultural products is low, and the structure of general service support policy in South Africa is more reasonable, which is worthy of China to learn and learn from. China's support for public reserves is too high. It is necessary to reduce support for public reserve costs, improve agricultural knowledge innovation, test and control policies, and continue to support infrastructure maintenance and development. China's hydrological infrastructure and storage, marketing and other infrastructure, institutional infrastructure and farm reconstruction will be continuously upgraded to enhance the market competitiveness of China's agricultural products and to develop China's agricultural industry.
