工商銀行內(nèi)蒙古分行信用卡風(fēng)險(xiǎn)控制研究

【摘要】:隨著我國金融市場的不斷轉(zhuǎn)型升級,信用卡市場的迅猛發(fā)展,各商業(yè)銀行發(fā)卡量、消費(fèi)額大幅增加,市場競爭日益激烈。與西方發(fā)達(dá)國家相比,信用卡業(yè)務(wù)在我國起步較晚,發(fā)展基礎(chǔ)較為薄弱,規(guī)章制度有待進(jìn)一步完善,且業(yè)務(wù)經(jīng)驗(yàn)積累不足,導(dǎo)致業(yè)務(wù)質(zhì)量與效能都相對較低,而且還在普遍采用著粗放式的經(jīng)營模式,使得信用卡風(fēng)險(xiǎn)形勢十分嚴(yán)峻,國家金融秩序安全和金融體制的正常運(yùn)行得到威脅。風(fēng)險(xiǎn)防控能力能夠決定著商業(yè)銀行的盈利能力及可持續(xù)發(fā)展水平。據(jù)此,當(dāng)前我國商業(yè)銀行需要重點(diǎn)解決的問題就是:形成風(fēng)險(xiǎn)管理意識,完善風(fēng)險(xiǎn)防控制度,提高風(fēng)險(xiǎn)管理能力,這不但是外部監(jiān)管的實(shí)際要求,同時(shí)也是內(nèi)在發(fā)展的必要條件。最近幾年以來,伴隨著市場經(jīng)濟(jì)的快速發(fā)展,內(nèi)蒙工行不斷創(chuàng)新信用卡業(yè)務(wù),強(qiáng)化信用卡業(yè)務(wù)市場的拓展,信用卡業(yè)務(wù)發(fā)展迅猛。而在這個(gè)過程當(dāng)中,信用卡風(fēng)險(xiǎn)也逐漸暴露出來,進(jìn)入了高發(fā)期,不良貸款率與余額逐年上升,風(fēng)險(xiǎn)管控壓力不斷加大。由此可知,通過對信用卡業(yè)務(wù)風(fēng)險(xiǎn)管理的研究,推進(jìn)內(nèi)蒙工行信用卡風(fēng)險(xiǎn)管理框架的完善,促進(jìn)內(nèi)蒙工行信用卡業(yè)務(wù)持續(xù)、安全和穩(wěn)定發(fā)展具有至關(guān)重要的現(xiàn)實(shí)意義。本文以商業(yè)銀行風(fēng)險(xiǎn)管理的具體理論作為基礎(chǔ),參考借鑒了國內(nèi)外信用卡業(yè)務(wù)發(fā)展的風(fēng)險(xiǎn)管理經(jīng)驗(yàn)與模式,采用案例研究和規(guī)范研究相結(jié)合的方法,根據(jù)信用卡業(yè)務(wù)的不同領(lǐng)域、項(xiàng)目及業(yè)務(wù)流程面臨的風(fēng)險(xiǎn),進(jìn)行分類、識別與分析,在此基礎(chǔ)上有針對性的提出了解決多測。本文一共是由五章構(gòu)成的,其中:第一章是闡釋了相關(guān)研究背景、目的以及意義;第二章是介紹了信用卡業(yè)務(wù)的相關(guān)概念,總結(jié)了信用卡業(yè)務(wù)及風(fēng)險(xiǎn)現(xiàn)狀的剖析認(rèn)為當(dāng)前工商銀行內(nèi)蒙古份上在信用卡風(fēng)險(xiǎn)管理上存在多個(gè)方面的問題,包括營銷、信息技術(shù)、運(yùn)營以及征信等;第三章是基于信用風(fēng)險(xiǎn)、操作風(fēng)險(xiǎn)以及欺詐風(fēng)險(xiǎn)的角度,明確了風(fēng)險(xiǎn)問題產(chǎn)生原因,并深入分析了信用卡管理的內(nèi)部缺陷問題;第四章是以定性與定量分析為基礎(chǔ),有針對性的提出了信用卡風(fēng)險(xiǎn)防控措施,構(gòu)建了風(fēng)險(xiǎn)管理體系,其目的是就是要降低工商銀行內(nèi)蒙古分行的信用風(fēng)險(xiǎn),確保風(fēng)險(xiǎn)管理的有效性;第五章是對本文觀點(diǎn)的總結(jié),并提出了相關(guān)研究展望。
[Abstract]:With the continuous transformation and upgrading of our financial market and the rapid development of credit card market, the amount of credit card issued by commercial banks and the amount of consumption have increased significantly, and the market competition has become increasingly fierce. Compared with the western developed countries, the credit card business starts later in our country, the development foundation is relatively weak, the rules and regulations need to be further improved, and the accumulated business experience is insufficient, which leads to the relatively low quality and efficiency of the business. Moreover, extensive management mode is widely adopted, which makes the credit card risk situation very severe, and the security of national financial order and the normal operation of financial system are threatened. Risk prevention and control ability can determine the profitability and sustainable development level of commercial banks. According to this, the problems that our commercial banks need to solve are: forming risk management consciousness, perfecting risk prevention and control system, improving risk management ability, which is not only the actual requirement of external supervision, It is also a necessary condition for internal development. In recent years, with the rapid development of market economy, ICBC of Inner Mongolia continuously innovates credit card business, strengthens the credit card business market expansion, the credit card business development is swift and violent. In this process, credit card risk is gradually exposed, entering a high incidence period, non-performing loan rate and balance increases year by year, risk control pressure is increasing. Therefore, through the study of credit card business risk management, it is of vital practical significance to promote the perfection of credit card risk management framework and promote the sustainable, safe and stable development of credit card business of Inner Mongolia Industrial and Commercial Bank of China. Based on the specific theory of risk management of commercial banks, this paper uses the experience and model of risk management in the development of credit card business at home and abroad for reference, and adopts the method of combining case study with normative research. According to the different fields of credit card business, the risks faced by projects and business processes, the classification, identification and analysis are carried out. This paper is composed of five chapters: the first chapter is to explain the background, purpose and significance of the relevant research; The second chapter introduces the related concepts of credit card business, summarizes the analysis of credit card business and risk status quo that the current ICBC Inner Mongolia in credit card risk management in many aspects, including marketing, information technology, Operation and credit information; The third chapter is based on the credit risk, operational risk and fraud risk, clear the causes of risk problems, and in-depth analysis of the internal defects of credit card management; The fourth chapter is based on qualitative and quantitative analysis, put forward the credit card risk prevention and control measures, set up a risk management system, the purpose is to reduce the credit risk of ICBC Inner Mongolia Branch, Ensure the effectiveness of risk management; The fifth chapter is a summary of the views of this paper, and put forward related research prospects.
