L電力生產(chǎn)企業(yè)績(jī)效考核指標(biāo)體系的完善

【摘要】:經(jīng)濟(jì)全球一體化的不斷發(fā)展與進(jìn)步,使得各行各業(yè)之間的競(jìng)爭(zhēng)不斷加劇上演。各個(gè)企業(yè)之間的競(jìng)爭(zhēng)已經(jīng)從低端的、初級(jí)的產(chǎn)品質(zhì)量競(jìng)爭(zhēng),轉(zhuǎn)向高端的,有技術(shù)含量的知識(shí)產(chǎn)品競(jìng)爭(zhēng)和創(chuàng)新的競(jìng)爭(zhēng),更是人才的競(jìng)爭(zhēng),企業(yè)要想獲得有后勁的發(fā)展,持續(xù)的進(jìn)步,對(duì)人才的培養(yǎng)和激勵(lì)成為重中之重[1]?(jī)效考核現(xiàn)廣泛應(yīng)用于人力資源的管理中,推動(dòng)了企業(yè)人力資源管理的發(fā)展?(jī)效考核指標(biāo)體系的建立和應(yīng)用,能夠?qū)T工的創(chuàng)造性以及積極性充分激發(fā)出來(lái),從而使得企業(yè)能夠獲得長(zhǎng)足發(fā)展進(jìn)步,提高企業(yè)的競(jìng)爭(zhēng)力。從20世紀(jì)90年代,我國(guó)電力行業(yè)開(kāi)始了突飛猛進(jìn)的發(fā)展,在能源供給方面起到了重要的作用。隨著電力行業(yè)的發(fā)展進(jìn)步,一些問(wèn)題也隨之浮現(xiàn)。為了更好的促進(jìn)電力行業(yè)的健康發(fā)展,我國(guó)政府出臺(tái)了一系列整治措施,建立現(xiàn)代化電力企業(yè),確保服務(wù)優(yōu)質(zhì),資產(chǎn)優(yōu)良,業(yè)績(jī)優(yōu)秀,并且建立了大營(yíng)銷、大規(guī)劃、大建設(shè)、大運(yùn)作、大檢修的五大體系,同時(shí)加強(qiáng)人力物力財(cái)力的集約化管理以及集團(tuán)化作用,使得電力生產(chǎn)企業(yè)從傳統(tǒng)的人事管理過(guò)渡到現(xiàn)代企業(yè)管理模式[2]。電力體制改革改變了傳統(tǒng)電力管理模式,地方電力生產(chǎn)企業(yè)績(jī)效考核指標(biāo)體系的完善,要以電力體制改革發(fā)展方向相符合,從而在改革背景下,更好的促進(jìn)電力企業(yè)的發(fā)展進(jìn)步。L電力生產(chǎn)企業(yè)是我國(guó)典型的電力生產(chǎn)企業(yè),面對(duì)電力體制改革,也開(kāi)始逐步建立績(jī)效考核指標(biāo)體系。經(jīng)過(guò)一段時(shí)間的發(fā)展,雖然取得了一定的效果,并且初步建立起了績(jī)效考核指標(biāo)體系,但是其中仍然存在很多的問(wèn)題亟待解決,并對(duì)績(jī)效考核指標(biāo)體系進(jìn)行完善。本文通過(guò)查閱大量國(guó)內(nèi)外對(duì)績(jī)效考核指標(biāo)體系的研究,運(yùn)用文獻(xiàn)分析法、理論分析法以及實(shí)證研究法等方法,結(jié)合L電力生產(chǎn)企業(yè)的現(xiàn)行的績(jī)效考核指標(biāo)體系,對(duì)L電力生產(chǎn)企業(yè)績(jī)效考核指標(biāo)體系進(jìn)行了完善,并取得了良好的效果,這不但為L(zhǎng)電力生產(chǎn)企業(yè)未來(lái)的發(fā)展提供了軟實(shí)力的支持,同時(shí)也為其他電力生產(chǎn)企業(yè)績(jī)效考核指標(biāo)體系的完善提供參考依據(jù)。
[Abstract]:With the continuous development and progress of global economic integration, the competition between various industries has been intensified. The competition among enterprises has shifted from low-end, primary product quality competition to high-end, The competition of knowledge products with technological content and the competition of innovation is even more the competition of talents. If enterprises want to obtain the development with the stamina, they will make continuous progress. The cultivation and encouragement of talents have become the top priority [1] .Performance appraisal has been widely used in the management of human resources, which has promoted the development of human resources management in enterprises, and the establishment and application of performance appraisal index system. In 1990s, the electric power industry of our country began to develop by leaps and bounds. It has played an important role in energy supply. With the development and progress of the power industry, some problems have emerged. In order to better promote the healthy development of the power industry, the Chinese government has issued a series of remedial measures. The establishment of modern electric power enterprises to ensure quality service, good assets, outstanding performance, and the establishment of a large marketing, planning, construction, operation and overhaul of the five major systems, At the same time, we should strengthen the intensive management of manpower, material and financial resources as well as the role of collectivization, which makes the electric power production enterprises transition from the traditional personnel management to the modern enterprise management mode [2]. The reform of the electric power system has changed the traditional electric power management mode. In order to perfect the performance appraisal index system of local electric power production enterprises, it is necessary to conform to the direction of development of the reform of the electric power system, so that under the background of the reform, Better promote the development and progress of electric power enterprises. The electric power production enterprises are typical electric power production enterprises in our country. In the face of the reform of the electric power system, they have also started to set up the performance appraisal index system step by step. After a period of development, Although some results have been achieved and a performance appraisal index system has been initially established, there are still many problems to be solved. Through consulting a large number of domestic and foreign research on the performance appraisal index system, using the methods of literature analysis, theoretical analysis and empirical research, etc. Combined with the current performance appraisal index system of L electric power production enterprise, the performance evaluation index system of L electric power production enterprise has been improved, and good results have been obtained. This not only provides soft power support for the future development of L electric power production enterprises, but also provides reference basis for the improvement of performance evaluation index system of other power production enterprises.
