【摘要】:改革開放三十多年的經(jīng)濟(jì)快速增長(zhǎng),離不開中小企業(yè)的發(fā)展,但中小企業(yè)融資難問(wèn)題一直是這樣企業(yè)的發(fā)展瓶頸,,融資擔(dān)保的大量需求使得擔(dān)保行業(yè)迅速發(fā)展起來(lái),極大的緩解了中小企業(yè)融資的問(wèn)題,但擔(dān)保企業(yè)由于起步較晚,在自身的發(fā)展過(guò)程中,定位不清、戰(zhàn)略不明的問(wèn)題也較為突出。 本文的研究以JC投資擔(dān)保公司為研究對(duì)象,公司于2010年成立,其成立目的正是為解決河南省中小企業(yè)融資問(wèn)題,公司注冊(cè)資金為一億,其中,政府控股為70%,在成立的四年多時(shí)間里,解決了大量的中小企業(yè)融資問(wèn)題,為當(dāng)?shù)刂行∑髽I(yè)的發(fā)展做出了重大貢獻(xiàn),但隨著擔(dān)保行業(yè)的競(jìng)爭(zhēng)的激烈,JC擔(dān)保公司的發(fā)展也存在不少問(wèn)題,這些問(wèn)題大多數(shù)基于JC投資擔(dān)保公司的發(fā)展戰(zhàn)略方向不明確,本文就此問(wèn)題展開了全面的研究。 通過(guò)本文的研究,提出了JC投資擔(dān)保公司應(yīng)當(dāng)采用專業(yè)化的戰(zhàn)略,即通過(guò)專業(yè)經(jīng)營(yíng)擔(dān)保業(yè)務(wù)來(lái)獲取市場(chǎng)份額;而競(jìng)爭(zhēng)戰(zhàn)略公司應(yīng)當(dāng)采取差異化戰(zhàn)略和目標(biāo)集中戰(zhàn)略。為了實(shí)現(xiàn)這些企業(yè)戰(zhàn)略,采取了相應(yīng)的措施,首先要確定JC投資擔(dān)保公司的企業(yè)愿景、企業(yè)使命及其戰(zhàn)略目標(biāo),其次是具體的企業(yè)發(fā)展戰(zhàn)略的擬定,只有采取這兩個(gè)方面的措施,企業(yè)的戰(zhàn)略才能得以實(shí)施;為了使JC擔(dān)保公司的戰(zhàn)略得到有效的實(shí)施,還需要具有相應(yīng)的保障制度,最終,本文提出了戰(zhàn)略分解到具體的職能部門,并對(duì)這些分解到職能部分的戰(zhàn)略實(shí)施進(jìn)行相應(yīng)的考核制度。只有這樣的制度才能使戰(zhàn)略落實(shí)并長(zhǎng)期執(zhí)行,分解到職能部門的戰(zhàn)略有人力資源戰(zhàn)略、財(cái)務(wù)戰(zhàn)略、營(yíng)銷戰(zhàn)略和經(jīng)營(yíng)戰(zhàn)略等。 本文提出的相關(guān)戰(zhàn)略是基于JC投資擔(dān)保公司的戰(zhàn)略環(huán)境,與公司的客觀情況相結(jié)合,具有一定的實(shí)踐意義。并提出采用年度戰(zhàn)略考核機(jī)制、成立專門的戰(zhàn)略保障部門以及財(cái)力上的支持等措施保障公司的戰(zhàn)略實(shí)施。
[Abstract]:The rapid economic growth of more than 30 years of reform and opening up can not do without the development of small and medium-sized enterprises, but the financing problem of SMEs has always been the bottleneck of the development of enterprises. The large demand for financing guarantee makes the guarantee industry develop rapidly, which greatly alleviates the financing problem of small and medium-sized enterprises. However, due to the late start, the position of guarantee enterprises is not clear in their own development process. The problem of unclear strategy is also more prominent. In this paper, JC Investment guarantee Company as the research object, the company was established in 2010, the purpose of its establishment is to solve the financing problem of small and medium-sized enterprises in Henan Province, the company registered capital is 100 million, of which. Government holding for 70, in the establishment of more than four years, to solve a large number of SMEs financing problems, for the development of local SMEs made a significant contribution, but with the fierce competition in the guarantee industry. There are also many problems in the development of JC guarantee Company. Most of these problems are based on the unclear development strategy of JC Investment guarantee Company. Through the research of this paper, the paper puts forward that JC investment guarantee company should adopt the strategy of specialization, that is, to obtain market share through professional operation of guarantee business; Competition strategy companies should adopt differentiation strategy and goal concentration strategy. In order to achieve these corporate strategies, the corresponding measures have been taken, first of all to determine the JC investment guarantee company corporate vision. The mission of the enterprise and its strategic goal are followed by the formulation of the specific enterprise development strategy. Only by adopting these two measures can the strategy of the enterprise be implemented; In order to make the strategy of JC guarantee company to be effectively implemented, we also need to have a corresponding security system. Finally, this paper puts forward the strategy decomposition into specific functional departments. And these decomposed into the functional part of the implementation of the corresponding evaluation system. Only such a system can make the implementation of the strategy and long-term implementation, decomposed to the functional department of the strategy has human resources strategy, financial strategy. Marketing strategy and management strategy. The related strategy proposed in this paper is based on the strategic environment of JC investment guarantee company, which combines with the objective situation of the company and has certain practical significance. Establish a special strategic support department and financial support to ensure the implementation of the company's strategy.
