【摘要】:新疆兵團(tuán)發(fā)展紅棗產(chǎn)業(yè)有三大優(yōu)勢,產(chǎn)品質(zhì)量好、安全性高、生產(chǎn)效率高。紅棗產(chǎn)業(yè)鏈在發(fā)展中存在產(chǎn)業(yè)鏈條短、企業(yè)規(guī)模偏小、缺少核心企業(yè)帶動、某些環(huán)節(jié)企業(yè)少或規(guī)模小、市場占有率低、產(chǎn)品技術(shù)含量低、營銷渠道不健全、產(chǎn)業(yè)鏈環(huán)節(jié)間聯(lián)系不緊密、產(chǎn)業(yè)鏈關(guān)鍵環(huán)節(jié)缺失等問題。論文采用實地調(diào)研、問卷調(diào)查、描述性統(tǒng)計、模型分析方法,以兵團(tuán)特殊組織為研究視角、以兵團(tuán)紅棗產(chǎn)業(yè)鏈為研究對象、以兵團(tuán)南疆墾區(qū)為研究范圍,分析了紅棗產(chǎn)業(yè)鏈發(fā)展現(xiàn)狀及存在問題,重點研究了紅棗產(chǎn)業(yè)鏈構(gòu)建與發(fā)展,從理論上揭示了紅棗產(chǎn)業(yè)鏈的形成與成長的內(nèi)在規(guī)律,研究了兵團(tuán)特殊體制下紅棗產(chǎn)業(yè)鏈發(fā)展的協(xié)同機(jī)制,探討了師團(tuán)組織與紅棗產(chǎn)業(yè)鏈的互動機(jī)理及其介入與退出機(jī)制,提出了相應(yīng)的師團(tuán)組織策略,為兵團(tuán)紅棗產(chǎn)業(yè)鏈發(fā)展提供理論和方法上的指導(dǎo)。論文主要結(jié)論:1、兵團(tuán)紅棗產(chǎn)業(yè)經(jīng)歷了3個發(fā)展階段,每個階段均有其獨特的發(fā)展特征;在紅棗產(chǎn)業(yè)鏈種植環(huán)節(jié)、加工環(huán)節(jié)、銷售環(huán)節(jié)和消費(fèi)環(huán)節(jié)存在問題。紅棗產(chǎn)業(yè)將向種植基地規(guī);,田間作業(yè)機(jī)械化;加工技術(shù)精深化,產(chǎn)品定位高端化;市場營銷國際化,品牌建設(shè)優(yōu)勢化;消費(fèi)群體多樣化、文化推介大眾化方向發(fā)展。2、師團(tuán)組織和企業(yè)的發(fā)展對兵團(tuán)紅棗產(chǎn)業(yè)鏈的發(fā)展起到至關(guān)重要的作用。師團(tuán)組織在紅棗產(chǎn)業(yè)鏈的發(fā)展過程中起核心作用。師團(tuán)組織應(yīng)在投資與融資、人力資源、技術(shù)與設(shè)備、產(chǎn)品與市場、信息與交流、產(chǎn)業(yè)鏈與效應(yīng)、發(fā)展環(huán)境等方面創(chuàng)造條件、制定政策、優(yōu)化產(chǎn)業(yè)發(fā)展環(huán)境為紅棗產(chǎn)業(yè)鏈上各環(huán)節(jié)企業(yè)做好引導(dǎo)與服務(wù)。3、兵團(tuán)紅棗產(chǎn)業(yè)鏈形成的外部驅(qū)動因素為經(jīng)濟(jì)形勢的改變、生產(chǎn)技術(shù)的發(fā)展、區(qū)域優(yōu)勢確定;內(nèi)部驅(qū)動因素為兵團(tuán)經(jīng)濟(jì)發(fā)展自身需要、歷史使命要求、高額利益驅(qū)動、農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整要求、紅棗企業(yè)發(fā)展內(nèi)在要求。4、消費(fèi)者潛在需求、價值實現(xiàn)需要、技術(shù)進(jìn)步、兵團(tuán)扶持、降低交易費(fèi)用需要五大因素驅(qū)動紅棗產(chǎn)業(yè)鏈成長。5、師團(tuán)組織憑借組織創(chuàng)新、收入支持、基本信息服務(wù)、價格補(bǔ)貼及市場建設(shè)等手段,有效介入紅棗產(chǎn)業(yè)鏈。6、師團(tuán)組織面臨各方壓力,通過減少資金投入和政策弱化手段部分地、分階段地退出紅棗產(chǎn)業(yè)鏈。7、構(gòu)建了以市場營銷為核心,生產(chǎn)過程控制為基礎(chǔ),科技成果轉(zhuǎn)化為關(guān)鍵,信息平臺構(gòu)建為助推器的內(nèi)部紅棗產(chǎn)業(yè)鏈;提出從投資環(huán)境、市場運(yùn)營環(huán)境和師團(tuán)組織職能轉(zhuǎn)變?nèi)胧盅芯考t棗產(chǎn)業(yè)鏈外部保障。8、紅棗產(chǎn)業(yè)鏈協(xié)同策略應(yīng)將環(huán)節(jié)協(xié)同、要素協(xié)同和利益協(xié)同三者相契合,改進(jìn)各環(huán)節(jié)間協(xié)同狀態(tài);加強(qiáng)彼此信任和認(rèn)同;共同管理和維護(hù)產(chǎn)業(yè)鏈資源;不斷增強(qiáng)自身優(yōu)勢和競爭能力。創(chuàng)新點:1、系統(tǒng)梳理了新疆兵團(tuán)紅棗產(chǎn)業(yè)發(fā)展?fàn)顩r、存在問題和需求潛力,為促進(jìn)兵團(tuán)紅棗產(chǎn)業(yè)鏈發(fā)展提供了理論依據(jù);2、通過分析新疆兵團(tuán)紅棗產(chǎn)業(yè)鏈成因和成長機(jī)理,提出了師團(tuán)組織介入和退出機(jī)制,為兵團(tuán)紅棗產(chǎn)業(yè)有序發(fā)展提供了模式指導(dǎo)。
