【摘要】：近年來(lái),國(guó)家煙草總局為了應(yīng)對(duì)煙草行業(yè)即將面臨的“國(guó)際市場(chǎng)競(jìng)爭(zhēng)、內(nèi)部管理落后、市場(chǎng)趨于飽和以及禁煙活動(dòng)愈演愈烈”這些內(nèi)外矛盾和因素,提出了要從企業(yè)內(nèi)部管理改革著手,引入先進(jìn)管理思想和方法,努力向管理要效益的總思路。在這一背景之下,作為煙草商業(yè)企業(yè)的一家市級(jí)公司,R公司嘗試引入精益管理思想和方法,建立一套精益管理體系,以加強(qiáng)企業(yè)的內(nèi)部管理,提升自身的管理效能,解決內(nèi)部管理存在的問(wèn)題�；诖�,本文在對(duì)國(guó)內(nèi)外精益管理理論及應(yīng)用進(jìn)行梳理和對(duì)R公司在卷煙營(yíng)銷(xiāo)、專(zhuān)賣(mài)管理、物流配送等主營(yíng)業(yè)務(wù)管理方面存在的問(wèn)題進(jìn)行深入分析的基礎(chǔ)上,通過(guò)應(yīng)用目標(biāo)管理、價(jià)值流圖分析、精益六西格瑪管理以及PDCA循環(huán)等精益管理的技術(shù)、方法和工具,對(duì)R公司的目標(biāo)建設(shè)、組織結(jié)構(gòu)、業(yè)務(wù)流程以及管理考核等方面進(jìn)行了精益診斷,并為R公司設(shè)計(jì)和搭建一套以“精益目標(biāo)、精益組織、精益流程、精益考核”為主要內(nèi)容的精益管理體系進(jìn)行了科學(xué)客觀(guān)的分析和研究,并對(duì)如何搭建精益管理體系,以及體系構(gòu)成的具體內(nèi)容作了較為深入的闡述,同時(shí)還對(duì)如何保障體系運(yùn)行提出了建議。本文認(rèn)為,第一,精益管理思想的本質(zhì)是“降本增效”,即是以創(chuàng)造價(jià)值為目標(biāo)消除浪費(fèi),實(shí)現(xiàn)用最小的投入創(chuàng)造最大的價(jià)值的過(guò)程;第二,根據(jù)R公司的現(xiàn)狀,必須引入精益管理思想,運(yùn)用價(jià)值流分析、精益六西格瑪?shù)裙芾砉ぞ吆图夹g(shù)方法,對(duì)R公司的業(yè)務(wù)流程和內(nèi)部管理問(wèn)題進(jìn)行分析,并圍繞R公司的目標(biāo)、組織、流程和考核四大方面來(lái)建立精益管理體系;第三,R公司精益管理體系的建設(shè)和實(shí)施,必須要有強(qiáng)有力的領(lǐng)導(dǎo)組織,全員參與的精益氛圍和優(yōu)秀的人才隊(duì)伍保障,同時(shí)還需要不斷地依靠強(qiáng)化培訓(xùn)、健全制度、創(chuàng)新技術(shù)等各種手段,堅(jiān)持體系的長(zhǎng)效推行機(jī)制,并通過(guò)完善考核和激勵(lì)等措施來(lái)推動(dòng)精益管理體系長(zhǎng)期有效運(yùn)行。
[Abstract]:In recent years, the State Tobacco Administration in order to deal with the tobacco industry will face "international market competition, backward internal management, the market tends to saturation and anti-smoking activities intensified" these internal and external contradictions and factors. In this paper, the author puts forward the general idea that we should start from the internal management reform of enterprises, introduce advanced management ideas and methods, and strive to seek benefits from management. Under this background, as a municipal company of tobacco commercial enterprises. R company tries to introduce lean management thought and method, establish a set of lean management system, in order to strengthen the internal management of enterprises, improve their own management efficiency, solve the existing problems of internal management. In this paper, the domestic and foreign lean management theory and application of combing and R company in cigarette marketing, monopoly management, logistics distribution and other main business management problems on the basis of in-depth analysis. Through the application of objective management, value flow graph analysis, Lean six Sigma management and PDCA cycle Lean management technology, methods and tools, R company's objective construction, organizational structure. Business process and management assessment were performed lean diagnosis, and R company design and build a set of "lean objectives, lean organization, lean process." The lean management system, which is the main content of lean assessment, is analyzed and studied scientifically and objectively, and how to build the lean management system and the specific content of the system composition are expounded in depth. At the same time, it also puts forward some suggestions on how to ensure the operation of the system. Firstly, the essence of lean management is "reducing cost and increasing efficiency", that is, eliminating waste with the aim of creating value. The process of creating maximum value with minimal input; Secondly, according to the current situation of R Company, we must introduce lean management thought, use value flow analysis, Lean six Sigma and other management tools and technical methods to analyze the business process and internal management problems of R Company. And set up lean management system around R company's goal, organization, process and examination. The third company lean management system construction and implementation, must have the strong leadership organization, the entire staff participates the lean atmosphere and the outstanding talented person troop safeguard, but also needs to rely on the enhancement training unceasingly. Perfect the system, innovate the technology and other means, insist on the long-term effective implementation mechanism of the system, and promote the effective operation of the lean management system for a long time through the measures of perfecting the examination and encouraging, etc. to promote the lean management system to run effectively for a long time.
