【摘要】:江蘇省作為全國(guó)體育大省和競(jìng)技體育強(qiáng)省,在過(guò)去的幾十年中江蘇的籃球一直處于較高的發(fā)展水平,江蘇男、女籃球隊(duì)也居于強(qiáng)隊(duì)行列。然而,近些年來(lái)江蘇省內(nèi)的籃球裁判員隊(duì)伍出現(xiàn)斷層現(xiàn)象,這勢(shì)必影響到江蘇省籃球運(yùn)動(dòng)的可持續(xù)發(fā)展。在籃球比賽中,作為比賽重要組成部分的裁判員的臨場(chǎng)執(zhí)法水準(zhǔn)往往對(duì)一場(chǎng)比賽有著非常重要的影響。本課題對(duì)江蘇籃球裁判員的培養(yǎng)機(jī)制和模式做了研究和探討,研究有助于加強(qiáng)江蘇省籃球裁判隊(duì)伍的建設(shè)和發(fā)展。本研究對(duì)江蘇省一級(jí)以上籃球裁判員隊(duì)伍的現(xiàn)狀做了調(diào)查和分析,對(duì)目前江蘇省籃球裁判員培養(yǎng)機(jī)制以及在培養(yǎng)過(guò)程中存在的問(wèn)題進(jìn)行了剖析思考,并提出了進(jìn)一步完善江蘇省籃球裁判員培養(yǎng)機(jī)制的意見(jiàn)和建議。研究結(jié)果表明:一、江蘇省裁判員隊(duì)伍的年齡主要集中在20-44歲之間,是一支以教師為主體的具有高等學(xué)歷隊(duì)伍,裁判員最初的培訓(xùn)單位在高等院校,高校在江蘇省籃球裁判的培養(yǎng)中占據(jù)著重要地位。其它各級(jí)籃球裁判員由江蘇省體育局和各市體育局和籃協(xié)負(fù)責(zé)進(jìn)行培訓(xùn)和考核。二、江蘇省籃球裁判員隊(duì)伍分布地區(qū)情況不平衡,男女裁判員比例嚴(yán)重失調(diào),籃球一級(jí)裁判員基數(shù)相對(duì)較大,執(zhí)裁職業(yè)籃球聯(lián)賽裁判員比例較小,優(yōu)秀裁判員的培養(yǎng)出現(xiàn)年齡結(jié)構(gòu)斷層,裁判員結(jié)構(gòu)不合理;裁判員培養(yǎng)時(shí)間長(zhǎng)、次數(shù)少,培訓(xùn)形式相對(duì)單一而且考核系統(tǒng)還不夠完善,對(duì)于高校學(xué)生裁判員的培訓(xùn)力度較小。三、根據(jù)江蘇省裁判員隊(duì)伍中存在的問(wèn)題,提出江蘇省籃球裁判員培養(yǎng)系統(tǒng)初步的構(gòu)建。通過(guò)江蘇省體育局與各高校的緊密配合,建立較完善的裁判員培養(yǎng)體系,這個(gè)體系的建立對(duì)江蘇省籃球裁判隊(duì)伍的年輕化、均衡化和裁判員隊(duì)伍整體水平的提高有著重要的意義。四、江蘇省政府體育管理部門(mén)應(yīng)高度重視高校籃球裁判員培訓(xùn)工作,給予物質(zhì)上的保障和政策上支持,招聘或培養(yǎng)一些工作能力較強(qiáng)的高級(jí)裁判員擔(dān)任高校裁判員培養(yǎng)的指導(dǎo)老師,并支持他們對(duì)裁判科研工作的研究。五、江蘇省體育局強(qiáng)化同各市體育局與高校之間的合作交流,協(xié)調(diào)解決江蘇省籃球裁判員培訓(xùn)中存在的問(wèn)題,逐步完善江蘇省籃球裁判員考核體系,使裁判員考核與晉升更科學(xué)、合理。六、江蘇省各級(jí)體育協(xié)會(huì)應(yīng)協(xié)同合作,有效的整合、分配現(xiàn)有資源,為籃球裁判員提供更多有用的信息平臺(tái),拓寬裁判員視野,加深裁判員對(duì)最新規(guī)則的學(xué)習(xí)和深層理解?蛇\(yùn)用網(wǎng)絡(luò)初步建立相互學(xué)習(xí)和交流的平臺(tái),定期舉辦不同主題的學(xué)術(shù)交流與執(zhí)裁活動(dòng)。七、江蘇省政府要多舉辦和承辦高水平賽事,提高比賽水平,提高裁判員執(zhí)裁能力與視野,加強(qiáng)國(guó)際交流,提高裁判員對(duì)外交際能力及對(duì)最新規(guī)則的理解能力。要積極學(xué)習(xí)國(guó)際賽事的運(yùn)作營(yíng)銷模式,活躍地方籃球市場(chǎng)氛圍,促進(jìn)中國(guó)籃球事業(yè)的蓬勃發(fā)展。八、江蘇省體育政府管理部門(mén)應(yīng)建立裁判員培訓(xùn)基地,對(duì)業(yè)務(wù)能力強(qiáng),思想品德好的籃球裁判員進(jìn)行定期輪訓(xùn),盡快讓讓一部分優(yōu)秀的裁判員脫穎而出。
[Abstract]:Jiangsu Province, as the large province of sports and sports industry in the past few decades, Jiangsu has been in the development of higher level basketball, the Jiangsu men, women's basketball teams in the ranks of the teams. However, in recent years Jiangsu Province basketball referees appear fault phenomenon, which is bound to affect the sustainable development of Jiangsu Province basketball in the basketball game, as an important part of the law enforcement level of referees spot often on a game is very important. The research and exploration of the subject mechanism and mode of training of basketball referees in Jiangsu, the research helps to strengthen the construction and development of the basketball referee team in Jiangsu Province. This study the investigation and analysis of the current status of Jiangsu province at or above the level of basketball referees, the Jiangsu Province basketball referee training mechanism and existing in the training process. The analysis and thinking, put forward to further improve the training mechanism of Jiangsu Province Basketball Referees' comments and suggestions. The results show that: first, Jiangsu province referees are mainly concentrated in the age between 20-44 years old, is a teacher as the subject of higher education team, the first referee training units in Colleges and Universities plays an important role in the cultivation of basketball referees in Jiangsu. The other levels of basketball referees from the Jiangsu Provincial Sports Bureau and the Municipal Sports Bureau and the basketball association is responsible for training and assessment. Two, Jiangsu Province basketball referees regional distribution imbalance, the proportion of men and women referees basketball referees a serious imbalance, the base is relatively large, judging occupation the basketball referees were smaller, training the referee's fault in age structure, unreasonable structure of referee referee training; a long time, the number of Less, relative to a single form of training and assessment system is not perfect, for college student referees training is small. Three, according to the existing problems in the team of referees in Jiangsu Province, proposed to construct a system of preliminary training in Jiangsu Province basketball referee. By close cooperation with colleges and universities in Jiangsu Province Sports Bureau, established a referee training system the establishment of this system, the Jiangsu Province basketball referee team younger, plays an important role in the overall level of equalization and the referees improved. Four, the Jiangsu provincial government sports management departments should attach great importance to the college basketball referee training, support material security and policy, as the referee training or recruitment the cultivation of ability of senior referee instructor, and support their research on the referee research work. Five, the Jiangsu Provincial Sports Bureau strong Between the municipalities with Sports Bureau and university cooperation, coordinate and solve the Jiangsu Province basketball referee training issues, and gradually improve the appraisal system of Jiangsu Province basketball referee, the referee assessment and promotion of more scientific and reasonable. In six, Jiangsu province all levels of Sports Association should collaboration, effective integration, allocation of existing resources, to provide more useful information platform for basketball referee, referee referees to broaden the horizons and deepen the new rules of learning and deep understanding. Can establish mutual learning and exchange the network platform, regularly held different topics of academic exchanges and enforcement activities. In seven, the Jiangsu provincial government to organize and undertake the high level events. To improve the level of competition, improve the referee ability and vision, strengthen international exchanges, improve communication skills and ability to understand foreign referees on the new rules to learn international. The operation mode of marketing events, active in the local basketball market atmosphere, promote the vigorous development of China basketball. In eight, the Jiangsu provincial government sports management departments should establish the training base of basketball referee business ability, good moral conduct regular training, as soon as possible to make a part of the outstanding talent shows itself.
