【摘要】：現(xiàn)階段,中國(guó)農(nóng)業(yè)總體發(fā)展還是處于緩慢的階段,農(nóng)業(yè)理念和生產(chǎn)方式以及軟硬件設(shè)施尚處于起步中,整體競(jìng)爭(zhēng)力不強(qiáng)�，F(xiàn)狀條件下,我國(guó)農(nóng)業(yè)必須通過(guò)轉(zhuǎn)變“農(nóng)業(yè)生產(chǎn)結(jié)構(gòu)”,發(fā)展適合國(guó)內(nèi)外農(nóng)業(yè)發(fā)展趨勢(shì)的“特色農(nóng)業(yè)”。論文研究一共包括六個(gè)章節(jié):第一章節(jié)簡(jiǎn)單介紹了課題的背景與研究意義,評(píng)述了關(guān)于“特色農(nóng)業(yè)”在國(guó)內(nèi)外發(fā)展現(xiàn)狀,指出了課題研究的內(nèi)容、方法和不足之處。第二章節(jié)是本文的理論研究基礎(chǔ),詳細(xì)闡述了特色農(nóng)業(yè)內(nèi)涵、農(nóng)業(yè)發(fā)展的基礎(chǔ)理論和區(qū)域經(jīng)濟(jì)發(fā)展的相關(guān)理論。特色農(nóng)業(yè)內(nèi)涵主要根據(jù)國(guó)內(nèi)外的研究現(xiàn)狀提出了特色農(nóng)業(yè)的定義、特征、發(fā)展條件和重要性;農(nóng)業(yè)發(fā)展基礎(chǔ)理論則詳細(xì)介紹了農(nóng)業(yè)經(jīng)濟(jì)理論研究?jī)?nèi)容和農(nóng)業(yè)生態(tài)理論的要點(diǎn);區(qū)域經(jīng)濟(jì)發(fā)展理論在考慮了國(guó)內(nèi)外最經(jīng)典的發(fā)展理論基礎(chǔ)上,提出了比較優(yōu)勢(shì)理論、主導(dǎo)產(chǎn)業(yè)理論、農(nóng)業(yè)產(chǎn)業(yè)化理論和規(guī)模經(jīng)濟(jì)理論等。第三章節(jié)從紹興市農(nóng)業(yè)發(fā)展條件入手,分析了紹興市特色農(nóng)業(yè)的發(fā)展規(guī)模和現(xiàn)狀特點(diǎn)。紹興市農(nóng)業(yè)自然條件優(yōu)越,動(dòng)植物等生產(chǎn)要素豐富多樣。地理位置位于中國(guó)經(jīng)濟(jì)最具活力和競(jìng)爭(zhēng)力的長(zhǎng)江三角洲區(qū)域中,經(jīng)濟(jì)總量更是每年保持在全國(guó)城市50強(qiáng)。紹興政府依托民情,推出一系列行政措施,經(jīng)濟(jì)、社會(huì)、文化、民生繁榮協(xié)調(diào)發(fā)展。在優(yōu)越農(nóng)業(yè)發(fā)展條件促進(jìn)下,紹興市特色農(nóng)業(yè)發(fā)展在所屬的三區(qū)二市一縣中得到普遍推廣,深受廣大老百姓歡迎。全市總體貫徹“一鄉(xiāng)一品”的特色農(nóng)業(yè)發(fā)展政策,特色農(nóng)業(yè)品種總體實(shí)現(xiàn)品種多元化。黃酒、珍珠、茶葉、香榧作為紹興市重點(diǎn)特色農(nóng)業(yè)產(chǎn)業(yè),為紹興人民創(chuàng)造較高的經(jīng)濟(jì)價(jià)值。紹興市特色農(nóng)業(yè)發(fā)展表現(xiàn)為名優(yōu)化開(kāi)發(fā)初顯效果、專(zhuān)業(yè)化生產(chǎn)初具成效、產(chǎn)業(yè)化經(jīng)營(yíng)初現(xiàn)規(guī)模和市場(chǎng)化體系初步形成,區(qū)域化小鎮(zhèn)初成格局這五個(gè)特點(diǎn)。第四章節(jié)分析了紹興市特色農(nóng)業(yè)發(fā)展障礙,主要集中表現(xiàn)在環(huán)境性、市場(chǎng)性、經(jīng)營(yíng)性三個(gè)部分。農(nóng)業(yè)環(huán)境障礙因素方面,紹興市耕地面積和水資源緊缺,先天地形條件薄弱以及后天的環(huán)保意識(shí)不強(qiáng),都導(dǎo)致紹興市農(nóng)業(yè)生態(tài)環(huán)境脆弱。同時(shí),農(nóng)業(yè)生產(chǎn)融資困難,農(nóng)業(yè)企業(yè)和農(nóng)民農(nóng)業(yè)生產(chǎn)資金有限。市場(chǎng)性障礙中,紹興市特色農(nóng)產(chǎn)品主要集中表現(xiàn)為產(chǎn)業(yè)化程度低,營(yíng)銷(xiāo)體系不健全以及農(nóng)產(chǎn)品科技含量和附加值還不高等問(wèn)題。經(jīng)營(yíng)性障礙分析中,小農(nóng)意識(shí)為主導(dǎo)的傳統(tǒng)理念和較低的農(nóng)業(yè)人員專(zhuān)業(yè)素質(zhì)以及特色農(nóng)業(yè)品牌建設(shè)不足等問(wèn)題亟需解決。第五章節(jié)在考慮了紹興市農(nóng)業(yè)特色發(fā)展諸多問(wèn)題的基礎(chǔ)上,結(jié)合國(guó)內(nèi)外優(yōu)秀的特色農(nóng)業(yè)發(fā)展經(jīng)驗(yàn),因地制宜的提出了紹興市特色農(nóng)業(yè)發(fā)展的方向。優(yōu)秀國(guó)內(nèi)特色農(nóng)業(yè)發(fā)展案例,主要高度概括分析了新疆瓜果、東北大米、山東白菜和云南花卉的優(yōu)勢(shì)經(jīng)驗(yàn)。而國(guó)外特色農(nóng)業(yè)的發(fā)展則更偏重于先進(jìn)理念的介紹,歐洲生態(tài)農(nóng)業(yè)、西班牙觀光休閑農(nóng)業(yè),是一種“健康”、“綠色”的農(nóng)業(yè)理念融入。而以色列節(jié)水灌溉農(nóng)業(yè)和荷蘭設(shè)施農(nóng)業(yè)則更多的側(cè)重的是“科技”理念,彌補(bǔ)農(nóng)業(yè)生產(chǎn)過(guò)程中的不足條件。新西蘭特色畜牧業(yè)是特色農(nóng)業(yè)“專(zhuān)業(yè)化”經(jīng)營(yíng)達(dá)到最大化的體現(xiàn)。第六章節(jié)針對(duì)紹興市特色農(nóng)業(yè)發(fā)展的制約因素,從物質(zhì)資本的改革,社會(huì)資本創(chuàng)新和人力資本構(gòu)建三個(gè)方面針對(duì)性的給出了紹興市發(fā)展特色農(nóng)業(yè)的相應(yīng)對(duì)策建議。物質(zhì)資本建議措施主要有根據(jù)紹興市實(shí)際情況提出的特色企業(yè)并購(gòu),不斷調(diào)整產(chǎn)業(yè)結(jié)構(gòu),增加龍頭企業(yè)集聚,從而完善市場(chǎng)體系。而社會(huì)資本的創(chuàng)新則更多的偏向于金融平臺(tái)、科學(xué)技術(shù)和特色品牌的不斷構(gòu)建和完善。人力資本的構(gòu)建要求農(nóng)業(yè)從業(yè)者不斷轉(zhuǎn)變“小農(nóng)”意識(shí),倡導(dǎo)現(xiàn)代特色農(nóng)業(yè)理念,注重人才的引進(jìn)培養(yǎng)。
[Abstract]:At this stage, China agricultural overall development is still in a slow stage, agriculture concept and mode of production as well as hardware and software facilities is still in its infancy, the overall competitiveness is not strong. Under the current condition, our country agriculture must through the transformation of agricultural production structure, suitable for the development trend of agricultural development in China and overseas "characteristic agriculture". This thesis altogether including six chapters: the first chapter introduces the background and the significance of the topic, reviews about the characteristic agriculture development status at home and abroad, points out the research contents, methods and deficiencies. The second chapter is the basic theory research, elaborated the characteristic agriculture connotation, the basic theory of agricultural development the theory and the development of regional economy. Agriculture connotation mainly according to the research status at home and abroad put forward the definition, characteristics of agricultural characteristics, development conditions and importance; The basic theory of agricultural development is a detailed description of the theory of agricultural economics research and agricultural ecological theory points; the theory of regional economic development in the development of the most classic theory at home and abroad, put forward the theory of comparative advantage, the theory of leading industry, agricultural industrialization theory and scale economy theory. The third chapter from the agricultural development conditions Shaoxing City, starting with the analysis of the development scale and present characteristics of the characteristic agriculture of Shaoxing agriculture.
