【摘要】：在分析應急預案內容及應急決策特點的基礎上,針對應急決策中許多信息無法定量描述的問題,運用模糊集合理論,建立了在事故災難復雜環(huán)境下對應急決策進行動態(tài)調整的模糊群體決策方法。該方法包括構造模糊偏好關系、設計備選方案選擇的多屬性群體決策模型和群體決策一致性的檢驗標準等內容,可以輔助應急決策者選擇最佳決策方案。通過實證表明,該計算方法及實用效果,為突發(fā)事故應急預案的制訂和事故現場的應急決策提供參考。
[Abstract]:On the basis of analyzing the contents of emergency plan and the characteristics of emergency decision, the fuzzy set theory is applied to solve the problems that many information can not be quantitatively described in emergency decision. In this paper, a fuzzy group decision making method for dynamic adjustment of emergency decision in complex environment of accident and disaster is established. The method includes constructing fuzzy preference relation, designing multi-attribute group decision-making model and testing criteria for consistency of group decision making, which can assist emergency decision makers to choose the best decision plan. The empirical results show that the calculation method and practical effect can provide a reference for the formulation of emergency plan and emergency decision on the scene of the accident.
