黑龍江電信人力資源外包模式研究

【摘要】:隨著科技的不斷發(fā)展,數(shù)字產品也不斷的改進,使智能手機、高清電視、平板電腦的走進千家萬戶。據(jù)財報公布顯示,中國電信上半年的純利潤已經破百億,同比增長0.15個百分點。在利潤和營收的增幅上,相比于中國移動和中國聯(lián)通這兩個電信巨頭來說,中國電信在其排行中游。也正是隨著中國電信的不斷強大,其電信的組織網(wǎng)絡變得也越來越復雜化,用戶的需求也不斷地提高,這樣中國電信就需要發(fā)展一些多樣化的服務來滿足客戶的需求,其服務外包業(yè)務也需要不斷地發(fā)展。在服務外包市場上中國電信已從自由競爭和本地探索這種初期階段,漸漸發(fā)展成為一個專業(yè)化程度極高的國有企業(yè)。使用服務外包業(yè)務是中國電信企業(yè)能夠減少投資風險、減低投資成本、獲取電信市場穩(wěn)定地位、改善經營的模式。 由于各大企業(yè)推出的產品更新?lián)Q代隨著科技的發(fā)展變化之快,企業(yè)經營風險也就不斷地提升。在這種競爭之下就出現(xiàn)了一種管理模式,即人力資源管理外包。本文通過對黑龍江電信的人力資源服務外包的需求為背景,首先詳細分析了該論文研究的目的及其意義。其次根據(jù)國內外對人力資源的研究現(xiàn)狀進行分析評述,并概括分析了黑龍江電信人力資源的現(xiàn)狀、動因、模式、風險。然后通過對美國電信、歐盟電信、日本電信、印度電信企業(yè)人力資源外包模式的分析。最后通過對國外電信的研究,分析中國電信的缺點,并加以改進,制定出改進的方案。 通過本文分析黑龍江電信現(xiàn)已存在的問題,提出了一系列的改進的方案,,尤其在人力資源模式方面的改進,提出了改進的思路和改進的路徑。并對相關管理機制進行改進,完善其評估機制、激勵機制和實施策略,以提升黑龍江電信的市場競爭力。
[Abstract]:With the development of technology and the improvement of digital products, smart phones, HD TVs and tablets are coming into thousands of households. China Telecom's net profit in the first half of the year was above 10 billion, up 0.15 percent from a year earlier, according to results. In terms of profit and revenue growth, China Telecom is in the middle of the rankings compared with China Mobile and China Unicom, two telecoms giants. It is precisely with the continuous strength of China Telecom that its telecom organizational network is becoming more and more complicated, and the demand of users is constantly increasing. Thus, China Telecom needs to develop some diversified services to meet the needs of its customers. Its service outsourcing business also needs to develop continuously. In the service outsourcing market, China Telecom has gradually developed from the initial stage of free competition and local exploration into a highly specialized state-owned enterprise. Using service outsourcing is the mode that Chinese telecom enterprises can reduce investment risk, reduce investment cost, obtain stable position of telecom market and improve operation. With the rapid development of science and technology, the risk of enterprise management is rising. Under this kind of competition appeared one kind of management pattern, namely human resources management outsourcing. In this paper, the purpose and significance of this paper are analyzed in detail, based on the requirement of human resource outsourcing of Heilongjiang Telecom. Secondly, according to the domestic and foreign research status quo of human resources, and analyzed the status quo of Heilongjiang telecom human resources, motivation, mode, risk. Then through the analysis of American Telecom, European Union Telecom, Japan Telecom, India Telecom Enterprise Human Resource Outsourcing Mode. Finally, through the research of foreign telecom, the shortcomings of China Telecom are analyzed and improved, and the improvement scheme is worked out. Based on the analysis of the existing problems of Heilongjiang Telecom, this paper puts forward a series of improvement schemes, especially the improvement of human resource model, and puts forward the ideas and ways of improvement. In order to improve the market competitiveness of Heilongjiang Telecom, the related management mechanism is improved, and its evaluation mechanism, incentive mechanism and implementation strategy are improved.
