項目管理在軟交換建設(shè)工程中的應(yīng)用研究

【摘要】:隨著通信企業(yè)重組、TD-SCDMA的試商用、通信企業(yè)全業(yè)務(wù)運營等一系列改革政策的實施,我國的通信市場環(huán)境發(fā)生巨大變化。中國移動、中國電信、中國聯(lián)通三大運營商的業(yè)務(wù)結(jié)構(gòu)隨之發(fā)生變動,業(yè)務(wù)結(jié)構(gòu)的調(diào)整對網(wǎng)絡(luò)建設(shè)提出了新的要求,對工程建設(shè)的管理水平也提出了新要求,工程管理工作需要達(dá)到流程化、常態(tài)化、規(guī)范化,以確保業(yè)務(wù)發(fā)展有新鮮的血脈。通信工程建設(shè)是電信企業(yè)的重要組成部分,通信工程建設(shè)管理是電信運營企業(yè)經(jīng)營管理的基礎(chǔ),通信工程建設(shè)管理的規(guī)范化對通信網(wǎng)的正常運行和通信業(yè)務(wù)的正常開展起著至關(guān)重要的作用。 內(nèi)蒙古公司的通信工程建設(shè)項目涵蓋公司的基礎(chǔ)網(wǎng)絡(luò)、基礎(chǔ)設(shè)施、企業(yè)信息系統(tǒng)等方面,具有工程量大、參加單位多、施工建設(shè)條件受內(nèi)蒙古自治區(qū)地域廣闊、地形復(fù)雜、可施工時間短等地理、氣候自然環(huán)境制約的特征。工程建設(shè)項目管理要求投資省、建設(shè)工期短,工程質(zhì)量好,而投資、工期和質(zhì)量是一個既統(tǒng)一又互相矛盾的目標(biāo)系統(tǒng)。因此,工程建設(shè)管理部門需要不斷提升管理水平,規(guī)范工程建設(shè)項目流程,強(qiáng)化工程建設(shè)的技術(shù)規(guī)范和工藝要求,來提高運營管理能力。 本文通過將項目管理工作貫穿于整個軟交換工程建設(shè)中,提出通信工程建設(shè)公司將工程建設(shè)項目的全部過程、全部建設(shè)活動貫穿于整個軟交換工程建設(shè)項目中,對工程項目管理的立項、設(shè)計、施工、驗收、后評估五個階段進(jìn)行細(xì)化,提出優(yōu)化建議,來更好地適應(yīng)內(nèi)蒙古公司工程建設(shè)管理部門面臨的挑戰(zhàn)與要求,來提高工程管理部門規(guī)范、順暢工程建設(shè)管理的流程,強(qiáng)化工程項目的技術(shù)規(guī)范和工藝要求,為按時完成工程項目建設(shè)、控制工程項目的質(zhì)量提供保障。
[Abstract]:With the implementation of a series of reform policies, such as the reorganization of communication enterprises, the trial commercial use of TD-SCDMA and the whole business operation of communications enterprises, the communication market environment in China has undergone tremendous changes. The business structure of the three major operators of China Mobile, China Telecom and China Unicom has changed with it. The adjustment of the service structure has put forward new requirements for the network construction, as well as new requirements for the management level of the project construction. Engineering management needs to be formalized, normalized and standardized to ensure fresh blood for business development. Communication engineering construction is an important part of telecommunication enterprise, and communication engineering construction management is the foundation of telecom operation enterprise management. The standardization of communication engineering construction management plays an important role in the normal operation of communication network and the normal development of communication services. The communication engineering construction project of Inner Mongolia Company covers the basic network, infrastructure, enterprise information system and other aspects of the company. It has a large amount of engineering, many participating units, and the conditions of construction and construction are subject to the vast territory and complex terrain of Inner Mongolia Autonomous region. Construction time can be short, geographical, climatic and natural environment constraints characteristics. Project management requires less investment, shorter construction period and better engineering quality. However, investment, construction period and quality are both unified and contradictory target systems. Therefore, the engineering construction management department needs to improve the management level, standardize the engineering construction project flow, strengthen the technical specifications and process requirements of the engineering construction, to improve the operational management ability. In this paper, the project management is put through the whole softswitch project construction, and the communication engineering construction company puts forward the whole process of the engineering construction project, all the construction activities run through the whole softswitch project construction project. In order to better meet the challenges and requirements of the engineering construction management department of Inner Mongolia Company, the five stages of project management, design, construction, acceptance and post-evaluation are refined and optimized suggestions are put forward to better meet the challenges and requirements faced by the engineering construction management department of Inner Mongolia Company. It can improve the standard of engineering management department, smooth the flow of engineering construction management, strengthen the technical specification and technological requirements of engineering project, and provide guarantee for the timely completion of project construction and the control of project quality.
