【摘要】： 國(guó)外的情報(bào)工作者和研究者在70年代中期開(kāi)始關(guān)注支撐中小企業(yè)的信息管理與咨詢服務(wù)問(wèn)題的研究，而且在90年代末期，開(kāi)始在國(guó)家信息管理戰(zhàn)略的高度研究這一問(wèn)題。 我國(guó)有關(guān)該問(wèn)題的研究始于80年代中期，但當(dāng)時(shí)中小企業(yè)的發(fā)展問(wèn)題還沒(méi)有受到國(guó)家層面的重視。 論文作者跟蹤國(guó)際情報(bào)學(xué)界90年代末期對(duì)支撐中小企業(yè)信息管理問(wèn)題研究的趨勢(shì)，在這方面較早的從國(guó)家的層面上開(kāi)始把國(guó)外的一些研究思路引進(jìn)到我國(guó)對(duì)此問(wèn)題的研究。 本文研究的思路和方法，意在吸收上述兩者的優(yōu)點(diǎn)，對(duì)支撐中小企業(yè)信息管理與咨詢服務(wù)及其體系建設(shè)、網(wǎng)絡(luò)化問(wèn)題進(jìn)行跨學(xué)科交叉性的研究，這是本論文第一個(gè)創(chuàng)新點(diǎn)。 本論文的第二個(gè)創(chuàng)新點(diǎn)在于把情報(bào)學(xué)的文獻(xiàn)計(jì)量學(xué)和情報(bào)研究的方法運(yùn)用于問(wèn)題的研究，，對(duì)前人對(duì)此問(wèn)題的研究作了較為深入全面的定量分析。 第三個(gè)創(chuàng)新點(diǎn)在于把圖書(shū)情報(bào)領(lǐng)域研究開(kāi)發(fā)基于網(wǎng)絡(luò)環(huán)境的現(xiàn)代信息服務(wù)系統(tǒng)的思路，用于對(duì)各國(guó)中小企業(yè)信息網(wǎng)絡(luò)與咨詢服務(wù)體系的研究，開(kāi)闊了研究的視野。 本論文把對(duì)中小企業(yè)信息需求的研究作為起點(diǎn)，充分利用現(xiàn)有權(quán)威機(jī)構(gòu)對(duì)此問(wèn)題的調(diào)查數(shù)據(jù)，進(jìn)行了整理和分析研究，理清了中小企業(yè)信息與咨詢需求的特點(diǎn)。 通過(guò)對(duì)各個(gè)國(guó)家支撐中小企業(yè)信息管理與咨詢服務(wù)體系的綜論，指出了各個(gè)國(guó)家各具特色的體系和做法。 論文作者還重點(diǎn)討論了這些國(guó)家支持體系中共同存在的，來(lái)自于融資、創(chuàng)新、出口和經(jīng)營(yíng)管理四個(gè)方面對(duì)中小企業(yè)進(jìn)行信息管理與咨詢服務(wù)支撐問(wèn)題。并對(duì)其進(jìn)行了信息經(jīng)濟(jì)、信息管理與咨詢層面的理論分析。 最后提出了建設(shè)支撐中小企業(yè)創(chuàng)新的信息管理與咨詢服務(wù)體系的五點(diǎn)建議。同時(shí)也提出了建設(shè)支撐中小企業(yè)信息管理與咨詢服務(wù)網(wǎng)絡(luò)的構(gòu)想。
[Abstract]:In the middle of 1970s, foreign intelligence workers and researchers began to pay attention to the research of information management and consulting services that support small and medium-sized enterprises, and in the late 1990s, they began to study this issue from the height of national information management strategy. The research on this problem in China began in the middle of 1980's, but at that time, the development of small and medium-sized enterprises had not been paid attention to at the national level. The author of this paper follows the trend of the research on supporting information management of small and medium-sized enterprises in the late 1990s in the field of international intelligence. In this respect, the author began to introduce some foreign research ideas to the study of this problem in our country from the national level. The ideas and methods of this paper are intended to absorb the advantages of the above two, to support the small and medium-sized enterprises information management and consulting services and their system construction, network issues of cross-disciplinary research, this is the first innovation of this paper. The second innovation of this paper is to apply the bibliometrics and information research methods of information science to the study of the problem. The third innovation lies in the research and development of modern information service system based on network environment in the field of library and information, which can be used to study the information network and consulting service system of small and medium-sized enterprises in various countries. This paper takes the research on the information demand of small and medium-sized enterprises as the starting point, makes full use of the investigation data of the existing authoritative organizations, carries on the collation and the analysis research, and clarifies the characteristics of the information and consultation demand of the small and medium-sized enterprises. Through the comprehensive discussion on the supporting information management and consulting service system of small and medium-sized enterprises in various countries, this paper points out the system and practice of each country with its own characteristics. The author also focuses on the support of information management and consulting services for SMEs from four aspects: financing, innovation, export and management. And carry on the theory analysis of information economy, information management and consultation. Finally, five suggestions are put forward to build the information management and consultation service system to support the innovation of small and medium-sized enterprises. At the same time, it also puts forward the idea of building the network of information management and consulting service for small and medium-sized enterprises.
